It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Section 42-26-19.1 of the General Laws in Chapter 42-26 entitled "Public |
2 | Safety Grant Administration Office" is hereby amended to read as follows: |
3 | 42-26-19.1. After school alternative program -- Purpose -- Duration. |
4 | (a) There is hereby created within the Rhode Island justice commission, a pilot program |
5 | known as the "after school alternative program" (ASAP). The establishment of the pilot program |
6 | pursuant to this section shall be contingent upon the availability and receipt of federal and/or |
7 | private funding for this purpose. The goal of the pilot program shall be to reduce gang activity |
8 | and drug-related crime in and near the targeted schools, businesses, and community sites. This |
9 | shall be accomplished by coordinating the efforts of community-based organizations, public |
10 | schools, law enforcement officials, parents, and business leaders in participating communities to |
11 | prevent the illicit activities of current and potential gang members and drug users by making |
12 | alternative activities available. These activities may be provided at school or community sites, |
13 | and may include: |
14 | (1) Recreational, arts, crafts, computer or academic tutorial programs. |
15 | (2) Job counseling and training, with the participation of community business |
16 | representatives. |
17 | (3) Presentations by law enforcement officials, and informal get-togethers. |
18 | (4) Group and individual (as needed) drug and/or gang counseling. |

1 | (5) Community awareness presentations. |
2 | (b) A Rhode Island community may elect to participate in the pilot project established |
3 | pursuant to subsection (a) by establishing an ASAP program. The community may be any |
4 | designated area that contains up to two (2) public high schools and feeder schools, as well as |
5 | active business enterprises and a viable local community-based organization. |
6 | (c) The community shall submit its program to the gang violence prevention advisory |
7 | committee for review. The committee upon receipt of all programs from applying communities |
8 | shall select one project to receive funding. The project selected shall receive funding for one |
9 | calendar year from the date of selection. All rules and regulations for application, review and |
10 | award shall be promulgated by the committee. |
11 | (d) This section shall remain operative only until June 30, 2000 June 30, 2024 and is |
12 | repealed on that date unless a later enacted statute extends that date. |
13 | SECTION 2. This act shall take effect upon passage. |
