A N   A C T

RELATING TO HEALTH AND SAFETY -- STATE BUILDING CODE

     It is enacted by the General Assembly as follows:

     SECTION 1. Section 23-27.3-113.4 of the General Laws in Chapter 23-27.3 entitled

"State Building Code" is hereby amended to read as follows:

     23-27.3-113.4. Description of work.

     (a) The application shall contain a general description of the proposed work, its location,

5

the use and occupancy of all parts of the building or structure and of all portions of the site or lot

6

not covered by the building; and shall state whether fire extinguishing equipment, plumbing,

7

water piping, gasfitting, heating, or electrical work is involved, the estimated cost of the work

8

including the general work, and such additional information as may be required; the facts

9

contained in each application are to be certified by the applicant under oath.

     (b) Any application submitted for the construction of new public buildings, including

11

schools, received from the state or any city or town shall not be approved by the building official

12

nor shall any permit be approved unless the application contains a general description of the

13

installation of a solar panel energy system which system is to be installed and be operational and

14

sufficient to supply at least fifty percent (50%) of the new public building's electrical needs

15

within five (5) years of the proposed completion date.

     SECTION 2. This act shall take effect upon passage and shall apply to applications

2

submitted by the state, or a city or town on or after January 1, 2020.

BY THE LEGISLATIVE COUNCIL

RELATING TO HEALTH AND SAFETY -- STATE BUILDING CODE

     This act would amend the state building code to require the state or a city or town to

2

install a solar panel energy system sufficient to supply at least fifty percent (50%) of the electrical

3

needs within five (5) years of the completion date for any new public buildings, including

4

schools, prior to the issuance of a construction permit.

     This act would take effect upon passage and would apply to applications submitted by the

6

state, or a city or town on or after January 1, 2020.
