Introduced By: Senators Morgan, Algiere, Rogers, Paolino, and Felag

     Date Introduced: March 12, 2019

Referred To: Recommended for Immediate Consideration

1

WHEREAS, Many people go through their lives without any personal contact with a

2

potential life and death situation, without that defining moment that turns an ordinary person into

3

a hero. Kyle Driscoll faced such a challenge, and in that moment of crisis, without hesitation, he

4

did the extraordinary and saved the life of a young Providence man; and

5

WHEREAS, In the early morning hours on Tuesday, January 1, 2019, Kyle Driscoll, an

6

employee at the Malted Barley in Westerly, stepped outside with the bar's manager around 1:30

7

a.m. after a fire alarm had gone off inside the restaurant; and

8

WHEREAS, Shortly thereafter, the two heard a loud crash. They observed a car, directly

9

behind the bar, that had just driven off Coggswell Street into the rushing waters of the Pawcatuck

10

River, and spotted a passenger in the driver's seat; and

11

WHEREAS, Without hesitation, Kyle took off his shoes and jumped down from a rock

12

wall into the water, swimming towards the slowly sinking vehicle. By the time he reached the car,

13

it was half underwater, but he was able to pull the man, who seemed to be in shock, out of the car

14

through the broken driver's side window and began to swim towards shore; and

15

WHEREAS, Kyle pulled the man towards a cable close to the shore and pulled himself

16

and the man up onto the ledge where police located them shortly thereafter and dispatched a boat

17

to pick them up; and

18

WHEREAS, Westerly Police Chief Shawn Lacey stated that if Kyle had not jumped in to

19

help the man that it was very likely he would not have survived; now, therefore be it

1

RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

2

hereby recognizes and honors Kyle Driscoll for his heroic and clear-headed actions during the

3

most dire of circumstances. He is truly an inspiration to us all and we extend best wishes for his

4

future happiness, success, and good health; and be it further

5

RESOLVED, That the Secretary of State be and hereby is authorized and directed to

6

transmit a duly certified copy of this resolution to Mr. Kyle Driscoll.
