EXPRESSING DEEPEST SYMPATHY ON THE PASSING OF DET. WILLIAM J. PALMER,

CPD

     WHEREAS, It is with great sadness that this Senate has learned of the passing of William

2

J. Palmer, the beloved husband of Mary Ann Palmer, and the cherished father of Billy Palmer, Jr.,

3

and twins, Jenna and Joseph Palmer; and

4

     WHEREAS, Born in Providence, Bill, as he was known to his family and many friends,

5

was the son of the late Elaine and Thomas Palmer, Sr., and the brother of Thomas Palmer, Jr.

6

(CPD ret.) and his wife, Michelle, and Karen Ragosta and her husband, Robert; and

7

     WHEREAS, Blessed with a large and loving extended family, Bill was the son-in-law of

8

Dr. and Mrs. Anthony DeBalsi, and the brother-in-law of Tony DeBalsi and his wife, Patty,

9

David DeBalsi, Thomas DeBalsi and his wife, Kristin, and the late Paul DeBalsi and his surviving

10

wife, Bonnie. He is also survived by many nieces and nephews, as well as his beloved dog and

11

faithful companion, Sedona; and

12

     WHEREAS, Dedicated to the citizens of Cranston, Bill was a true professional who had

13

served for twenty-eight years with the Cranston Police Department. He was also an instructor and

14

mentor to many at the New England Institute of Technology Criminal Justice Program; and

15

     WHEREAS, Wearing many hats throughout his lifetime, Bill was a devoted family man,

16

a role model, a true gentleman, and for a number of years, a great Baseball coach for the Cranston

17

Western Little League; and

18

     WHEREAS, Many people will go through their lives without any personal contact with

19

potentially dangerous situations, without those defining moments that turn ordinary people into

heroes. Detective William Palmer faced such challenges many times during the course of his

2

career and there is no doubt that he left this world a far better place because of his life’s

3

endeavors. He will be dearly missed; now, therefore be it

4

     RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations

5

hereby recognizes and honors the dedicated service of Detective William J. Palmer and extends

6

our deepest sympathies to his entire family on his passing; and be it further

7

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

8

transmit a duly certified copy of this resolution to Mrs. Mary Ann Palmer and Family.
