RELATING TO STATE AFFAIRS AND GOVERNMENT -- GOVERNOR'S WORKFORCE

BOARD RHODE ISLAND

     It is enacted by the General Assembly as follows:

     SECTION 1. Section 42-102-13 of the General Laws in Chapter 42-102 entitled

"Governor's Workforce Board Rhode Island" is hereby amended to read as follows:

     42-102-13. Non-trade apprenticeship incentive program.

4

     (a) The workforce board shall fund a non-trade apprenticeship incentive program for

5

industries identified and approved by the board, including, but not limited to, agriculture,

6

commercial fisheries, and marine trades. This program shall meet the standards of apprenticeship

7

programs defined pursuant to § 28-45-9. The workforce board shall present the program to the

8

state apprenticeship council, established pursuant to chapter 45 of title 28, for review and

9

consideration.

     (b) Program incentive. For each apprentice enrolled in a non-trade apprenticeship

11

program subsequent to January 1, 2016, the workforce board shall establish a reimbursement

12

incentive program, in accordance with the following provisions:

13

     (1) The maximum amount that any one employer may receive for one or more

14

apprentices within any twelve-month (12) period under the terms of this section is five thousand

15

dollars ($5,000); and

16

     (2) An employer shall not be eligible for the incentive reimbursement for an apprentice

17

under the terms of this section until after the completion of the probationary period required

18

pursuant to § 28-45-9(2)(viii).

     (c) The non-trade apprenticeship incentive program shall be funded with general revenue

2

through the workforce development services program of the department of labor and training.

     (d) In order to fully implement the provisions of this section, the workforce board is

4

authorized to promulgate rules and regulations in consultation with the state apprenticeship

5

council. The rules and regulations shall include how industries are identified and approved for

6

participation in the program created by this section.

     SECTION 2. This act shall take effect upon passage.
