EXPRESSING CONDOLENCES ON THE PASSING OF GERMAINE G. PICARD | |

1 | WHEREAS, Germaine G. Picard of Woonsocket, passed away on June 5, 2019, |
2 | surrounded by her loving family. She was the devoted wife of the late Raymond Picard; and |
3 | WHEREAS, Mrs. Picard was born in Woonsocket, the daughter of the late Napoleon and |
4 | Maria Bienvenue. When she was a young girl, her family returned to Contrecoeur, P.Q. Canada, |
5 | and for the rest of her life she vividly recalled the details of growing up along the St. Lawrence |
6 | River. She also maintained an optimistic, can-do attitude throughout her lifetime which helped |
7 | her to overcome many challenges, including the hardships of the Great Depression; and |
8 | WHEREAS, Mrs. Picard returned to Woonsocket when she was sixteen years old. |
9 | Shortly thereafter, she met the love of her life, Raymond Picard, and they married on July 4th, |
10 | 1944. Together they raised six children, and were blessed with nineteen grandchildren, 23 great- |
11 | grandchildren, and nine great-great-grandchildren; and |
12 | WHEREAS, Mrs. Picard was a hard-working woman who was employed at several |
13 | Woonsocket area mills and later as a caregiver for L’Hospice St. Antoine. Her family was most |
14 | important in her life and she was involved in all aspects of their lives. She planned and organized |
15 | the daily activities of her family members and created a warm, loving, and nurturing home that |
16 | allowed her children to flourish in the outside world while seeking comfort inside their beautiful |
17 | home; and |
18 | WHEREAS, Mrs. Picard will long be remembered for her cheerful personality and |
19 | beautiful smile. She was a passionate sports fan who loved to sit on the porch and watch her |
20 | beloved Boston Red Sox, New England Patriots and Notre Dame Football Team; and |

1 | WHEREAS, Mrs. Picard leaves behind her children, Roland Picard and his wife, Mary, |
2 | Richard Picard, Jeanne Debroisse and her husband, Maurice, Pauline Hoppe and her husband, |
3 | Daniel, the Honorable Roger Picard, our friend and colleague who has served with honor and |
4 | distinction in both the Rhode Island Senate and the Rhode Island House of Representatives, and |
5 | his wife, Diane, and Claire Miller and her husband, John. She was the sister of the late Armand |
6 | Bienvenue and Laurette Piche; now, therefore be it |
7 | RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
8 | hereby expresses its condolences on the passing of Germaine G. Picard; and be it further |
9 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
10 | transmit duly certified copies of this resolution to Roland Picard, Richard Picard, Jeanne |
11 | Debroisse, Pauline Hoppe, the Honorable Roger Picard, and Claire Miller. |
