EXPRESSING DEEPEST CONDOLENCES ON THE PASSING OF SERGEANT EDMOND F. | |

1 | WHEREAS, Edmond F. Malloy, a Sergeant with the Providence Police Department who |
2 | inspired many with his brave fight against cancer, passed away on October 31, 2019; and |
3 | WHEREAS, Sergeant Malloy was born in Providence in 1967, to Maureen and Edmond |
4 | Malloy, Sr., a Providence Police Officer. After graduating from La Salle Academy in 1986, Mr. |
5 | Malloy enlisted in the United States Marine Corps, where he served our nation with honor and |
6 | attained the rank of Sergeant; and |
7 | WHEREAS, In 1988, Mr. Malloy was accepted into the Providence Police Training |
8 | Academy where he excelled, graduating in the top echelon of his class. Shortly thereafter, |
9 | Officer Malloy began his distinguished public service career proclaiming to all that being a police |
10 | officer was the best job in the world, and gave him the honor of “Helping people and protecting |
11 | our city and country”; and |
12 | WHEREAS, Sergeant Malloy served the City of Providence, its citizens, and all who |
13 | visited the City with tireless devotion and utmost integrity and professionalism. He served in a |
14 | wide array of capacities, from Patrol, Special Investigations, Community Policing, and with a |
15 | Motorcycle Unit, to serving as an Academy Field Training Officer, as a Sniper Team Leader, and |
16 | his last assignment where he was deployed to the FBI Joint Terrorism Task Force; and |
17 | WHEREAS, Sergeant Malloy served his family, friends, and the community to the end of |
18 | his life. He reported to work and fulfilled his law enforcement duties even after he had finished a |
19 | round of chemotherapy, including one night when, after twelve hours of chemotherapy, he |

1 | responded with the Police Department at 2:30 A.M. to a hostage situation in Providence and |
2 | proceeded to oversee the setup of a sniper position across the street from a house where a family |
3 | was being held hostage. Sergeant Malloy also reported for duty at Ground Zero after the terrorist |
4 | attack on September 11, 2001; and |
5 | WHEREAS, Sergeant Malloy received numerous honors and commendations throughout |
6 | his exemplary law enforcement career. He received several Chief’s Awards, the Commissioner’s |
7 | Award, the Fraternal Order of Police (FOP) Award, the ASIS Lifetime Achievement Award, and |
8 | many others in recognition of his bravery and devotion to duty. On the last day of his life, Officer |
9 | Malloy was promoted to the rank of Sergeant by Colonel Hugh Clements and Commissioner |
10 | Steve Pare; and |
11 | WHEREAS, Sergeant Malloy leaves behind his wife, Eloise, his children, Ryan and |
12 | Meagan, his mother Maureen, and his father, retired Providence Police Officer Edmond Malloy, |
13 | Sr., PPD. He also leaves behind his sisters, Karen Blair and Julie Malloy, his former wife and |
14 | mother of his children, Diane Malloy, and his beloved dog Maize; now, therefore be it |
15 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
16 | Providence Plantations hereby expresses its deepest condolences on the passing of Sergeant |
17 | Edmond F. Malloy, Providence Police Department; and be it further |
18 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
19 | transmit a duly certified copy of this resolution to Mrs. Eloise Malloy and family. |
