H O U S E   R E S O L U T I O N

COMMEMORATING JANUARY OF 2020 AS "RHODE ISLAND SLAVERY AND HUMAN

TRAFFICKING PREVENTION MONTH" IN THE STATE OF RHODE ISLAND

     WHEREAS, Human trafficking, as recognized and defined by the United Nations in the

2

"Trafficking Protocol" is the "recruitment, transportation, transfer, harboring or receipt of

3

persons, by means of threat or use of force or other forms of coercion, of abduction, of fraud, of

4

deception,…for the purpose of exploitation." Exploitation can include forced prostitution and

5

other forms of sexual exploitation as well as forced labor. Women and children are particularly

6

vulnerable to being exploited in these ways; and

7

     WHEREAS, It is estimated that 25 million people are currently the victims of human

8

trafficking and are being used as slaves in some capacity. The International Labour Office (ILO),

9

estimates that human trafficking generates approximately $150.2 billion dollars in profit; and

10

     WHEREAS, President Donald J. Trump promulgated a number of initiatives to combat

11

human trafficking. He proclaimed January of 2020 to be National Slavery and Human Trafficking

12

Prevention Month. He also signed initiatives that contributed $25 million to the Global Fund to

13

End Modern Slavery, and provided for enhanced collaboration amongst nations and their law

14

enforcement and other community and business organizations in order to dismantle transnational

15

criminal organizations that are involved in human trafficking activities; now, therefore be it

16

     RESOLVED, That this House of Representatives of the State of Rhode Island and

17

Providence Plantations hereby commemorates the month of January, 2020, as "National Slavery

18

and Human Trafficking Prevention Month" in the State of Rhode Island; and be it further

19

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

transmit duly certified copies of this resolution to the President of the United States, Donald J.

2

Trump, the Governor of the State of Rhode Island, Gina M. Raimondo, and the Secretary-General

3

of the United Nations, António Guterres.
