RELATING TO MOTOR AND OTHER VEHICLES – REGISTRATION OF VEHICLES

     

     Introduced By: Representatives Quattrocchi, Filippi, Nardone, Roberts, and Place

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 31-3 of the General Laws entitled “Registration of Vehicles" is

hereby amended by adding thereto the following section:

     31-3-121. Special plate for Dyslexia Advocacy Rhode Island.

     (a) The administrator of the division of motor vehicles is empowered to make available

5

special design motor vehicle registration plates for passenger or commercial vehicles based upon

6

the not-for-profit entity Dyslexia Advocacy Rhode Island. The plates shall be designed to reference

7

dyslexia.

     (b) The special design plates shall be displayed upon the same registration number assigned

9

to the vehicle for which it was issued and shall be used in place of and in the same manner as the

10

registration plate issued to the vehicle. The original registration plates for the vehicle shall be

11

removed from the vehicle and returned to the division of motor vehicles. The registration certificate

12

for the plates shall be carried in the vehicle, in accordance with § 31-3-9. The registration certificate

13

shall be in effect for the special design plates.

     (c) The Dyslexia Advocacy Rhode Island motor vehicle plates shall be the same size as

15

regular motor vehicle plates and shall be designed in conjunction with the division of motor

16

vehicles and with final approval from the Rhode Island state police.

     (d) The Dyslexia Advocacy Rhode Island plates shall be subject to a minimum pre-paid

18

order of at least six hundred (600) sets of plates per plate type (i.e. passenger, commercial, etc.).

The Dyslexia Advocacy Rhode Island plates shall be not issued unless the minimum order(s)

requirements are met. The initial order will be handled by the Dyslexia Advocacy Rhode Island

2

and shall not be submitted to the division of motor vehicles for production until the minimum

3

order(s) has been met and the proper paperwork submitted to the division.

     (e) The administrator of the division of motor vehicles shall develop application forms,

5

pre-payment procedures and any other procedures deemed necessary to carry out the purposes of

6

this section.

     (f) In addition to the regular prescribed motor vehicle registration fees, the Dyslexia

8

Advocacy Rhode Island plates shall be subject to a forty dollar ($40.00) issuance surcharge.

9

     (g) The forty dollar ($40.00) issuance surcharge shall be allocated as follows:

10

     (1) Twenty dollars ($20.00) shall be deposited in the general fund; and

11

     (2) Twenty dollars ($20.00) shall be distributed annually to the Dyslexia Advocacy Rhode

12

Island in furtherance of their mission to raise dyslexia awareness, increase dyslexia health

13

education, and generate funding for critical dyslexia health programs that are in desperate need of

14

being brought to fruition.

     (h) The Dyslexia Advocacy Rhode Island shall submit an annual audit, prepared by a

16

certified public accountant, before such monies are distributed in accordance with subsection (g)(2)

17

of this section.

     (i) In consideration of the receipt of funds from the registration of the Dyslexia Advocacy

19

Rhode Island, the advocacy must use any Rhode Island sourced funds in and for the benefit of

20

Rhode Island.

     (j) There shall be no refunds for early cancellation of the Dyslexia Advocacy Rhode Island

22

plates.

     SECTION 2. This act shall take effect on January 1, 2021.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

     This act would permit Dyslexia Advocacy Rhode Island plates to be issued for passenger

2

or commercial vehicles. A minimum of six hundred (600) preordered plates would be required.

3

     This act would take effect on January 1, 2021.
