EXPRESSING SINCERE CONDOLENCES ON THE PASSING OF JOAN F. BYRNES | |

1 | WHEREAS, It is with deep sadness that this House has learned of the passing of Joan F. |
2 | Byrnes, devoted wife of the late William Byrnes, Sr., and the beloved mother of J. Patricia |
3 | Frazier, William Byrnes, Jr., and our friend and colleague, Kathleen Jackson and her husband, |
4 | Dennis; and |
5 | WHEREAS, Mrs. Byrnes was the daughter of the late Raymond Milliken and Florence |
6 | Varley. She was born Providence and for most of her life had made her home in the City of |
7 | Warwick. Most recently, she had been a resident of the West View Nursing and Rehabilitation |
8 | Center; and |
9 | WHEREAS, A gifted artist, Mrs. Byrnes had exhibited her work at both the Wickford Art |
10 | and Scituate Art Festivals. She also loved music, enjoyed astronomy, and had a green thumb |
11 | when it came to cultivating beautiful roses, daisies, and gardenias; and |
12 | WHEREAS, With a loving personality, Mrs. Byrnes created and nurtured a marriage that |
13 | flourished, and a home that was warm and welcoming. She doted on her family, particularly her |
14 | grandchildren, Jeffrey Jackson, Patrick Jackson and his wife, Stephanie, Bryan Jackson, and |
15 | Wenli Rose Frazier, and her great-grandchild, Riley Jackson; and |
16 | WHEREAS, Above all else, Joan Byrnes loved her family and loved life. She was a |
17 | generous, kind, and sincere lady who left an indelible mark on the lives of those she knew and |
18 | loved, and she will be dearly missed; now, therefore be it |
19 | RESOLVED, That this House of Representatives of the State of Rhode Island and |
20 | Providence Plantations hereby extends deepest condolences on the passing of Joan F. Byrnes; and |

2 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
3 | transmit duly certified copies of this resolution to J. Patricia Frazier, William Byrnes, Jr., and |
