CONGRATULATING NORTH SMITHFIELD POLICE CHIEF STEVEN REYNOLDS ON | |
HIS RETIREMENT AFTER NEARLY FORTY-SIX YEARS OF EXEMPLARY AND | |
DEVOTED SERVICE TO THE CITIZENS OF RHODE ISLAND AND THE TOWN OF | |
NORTH SMITHFIELD | |

1 | WHEREAS, Steven Reynolds, a Pawtucket native, began his distinguished public service |
2 | law enforcement career in 1974 when he joined the Rhode Island State Police. Over his twenty- |
3 | two year career, he rose to the rank of Captain and served as the Commander of the State’s |
4 | Detective Division. He was widely respected for his leadership abilities and his outstanding |
5 | investigative acumen. Colonel James Manni, the current Superintendent of the Rhode Island State |
6 | Police, served with Chief Reynolds and describes him as being “a class act,” someone who “had a |
7 | wealth of knowledge as an investigator” and who “commanded the respect of every trooper on |
8 | the job”; and |
9 | WHEREAS, In 1996, Chief Reynolds was selected to be the Police Chief of the North |
10 | Smithfield Police Department. Chief Reynolds got to work right away, reforming the Department |
11 | with new rules and policies, and implementing a hiring process that focused on quality, and |
12 | pushed politics away; and |
13 | WHEREAS, Chief Reynolds has the reputation as someone who hires good and |
14 | intelligent people, sets high standards, and then lets them run their divisions without interference |
15 | from him as long as the job is getting done and the public is being served properly. He always |
16 | reminded his officers of their obligations to the Town of North Smithfield and was always quick |
17 | to praise them for jobs well done; and |
18 | WHEREAS, Chief Reynolds is a resident of Lincoln, and serves on the Lincoln Parks and |

1 | Recreation Commission and the Rhode Island State Police Museum Committee. He also loves the |
2 | game of baseball and is very active with local youth baseball. He coaches for Cumberland’s |
3 | Upper Deck Baseball Academy, and was recently named head baseball coach at Lincoln High |
4 | School. He is married to Angela and has three children and three grandchildren; now, therefore be |
5 | it |
6 | RESOLVED, That this Senate of the State of Rhode Island and Providence Plantations |
7 | hereby congratulates North Smithfield Police Chief Steven Reynolds on his retirement and thanks |
8 | him for his nearly forty-six years of exemplary and meritorious service to the citizens of Rhode |
9 | Island and North Smithfield as a law enforcement officer. We furthermore wish him good health, |
10 | happiness, and continued success in all his future endeavors; and be it further |
11 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
12 | transmit a duly certified copy of this resolution to North Smithfield Police Chief Steven |
13 | Reynolds. |
