A N   A C T

RELATING TO MOTOR AND OTHER VEHICLES -- REGISTRATION OF VEHICLES

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 31-3 of the General Laws entitled "Registration of Vehicles" is

hereby amended by adding thereto the following section:

     31-3-3.2. Registration by licensed dealers.

     (a) Each motor vehicle dealer in the state of Rhode Island, licensed pursuant to chapter 5

of title 31, is authorized to register motor vehicles pursuant to chapter 3 of title 31.

     (b) The administrator of the division of motor vehicles shall determine the number of

registrations that may be issued by each dealer.

     (c) The administrator of the division of motor vehicles may promulgate rules and

regulations governing the issuance of registrations by dealers pursuant to the procedures set forth

in chapter 35 of title 42 (the "administrative procedures act").

     (d) Any dealer aggrieved by a decision of the administrator of the division of motor

vehicles may appeal to the district court as provided by § 31-2-9.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

     This act would permit licensed automobile dealers to issue registrations of motor vehicles

from their place of business.

     This act would take effect upon passage.
