EXTENDING CONDOLENCES ON THE PASSING OF THE HONORABLE HOWARD I. | |

1 | WHEREAS, The Honorable Howard I. Lipsey was born in Providence, the son of the late |
2 | Harry and Anna Lipsey, and the beloved husband of Paulla Lipsey for thirty-two years. Justice |
3 | Lipsey was a graduate of Providence College and attained his Juris Doctor degree from |
4 | Georgetown University. He also served our nation with honor and exemplary service as a Captain |
5 | in the United States Army Reserves; and |
6 | WHEREAS, After finishing his studies, Justice Lipsey practiced as a trial lawyer for |
7 | thirty-five years and was known by all within the Rhode Island legal community for his acumen, |
8 | eloquence, and tireless service to his clients. In 1993, he began his service as an Associate Justice |
9 | on the Rhode Island Family Court, serving the State of Rhode with distinction and impeccable |
10 | integrity until his retirement in 2008; and |
11 | WHEREAS, Justice Lipsey was a member of numerous professional organizations |
12 | including, the Rhode Island and American Bar Associations, the Rhode Island and American |
13 | Trial Lawyers Associations, the American Academy of Matrimonial Lawyers, Chair of the |
14 | American Bar Association Family Law Section, a founding member of the Edward P. Gallogly |
15 | Inns of Court, and an Adjunct Professor at Roger Williams School of Law; and |
16 | WHEREAS, For his entire life, Justice Lipsey was very active in civic affairs. He was a |
17 | member of Roger Williams B’nai B’rith RI ADL, Touro Fraternal Association, and Jewish War |
18 | Veterans. He was the Chair of the World Affairs Council of Rhode Island, and served on the |
19 | Boards of the St. Mary’s Home for Children, Meals on Wheels, and Stand With Us, in support of |

1 | Israel, and had served at The St. Edward’s Food and Wellness Center; and |
2 | WHEREAS, In addition to his wife, Paulla, Justice Lipsey was the devoted father of Dr. |
3 | Lewis Lipsey, Bruce Lipsey, Esq., and his wife, Marcie, Marisa Ricci-Parris, and Carl Ricci, |
4 | Esq., and his wife, Syneth. He was the proud grandfather of Adam and Jared Lipsey, Nolan and |
5 | Emmanuelle Ricci, James Parris, Maxx and Ty Buor, and Bella Waskiel; now, therefore be it |
6 | RESOLVED, That this Senate of the State of Rhode Island hereby extends its deepest |
7 | condolences to the Lipsey Family on the passing of the Honorable Justice Howard I. Lipsey; and |
8 | be it further |
9 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
10 | transmit a duly certified copy of this resolution to Mrs. Paulla Lipsey and Family. |
