EXPRESSING DEEPEST CONDOLENCES ON THE TRAGIC PASSING OF TATYANA S.

FRANCOIS

     WHEREAS, It is with deep sadness that this House has learned of the heartbreaking

passing of Tatyana Francois, the beautiful and loving daughter of Keita Pamphile, the cherished

God Daughter of Rose Phildor, and the innocent victim of a senseless act of gun violence; and

     WHEREAS, Tatyana was born into a large and close-knit family on December 8th of

2001. She was a graduate of Cranston High School, and at only nineteen years old, had already

earned the respect of so many people through her tremendous work ethic and dedication to her

family and faith; and

     WHEREAS, In March of 2021, Tatyana had become a student in the Year Up Rhode

Island program under the Business Operations Track. Most recently, she had been employed at

Lowes, working in the paint department while also studying to become an ultrasound nurse; and

     WHEREAS, Filled with ambition and determination, Tatyana also had dreams of starting

a business with her own hair care products. In addition, she had been a babysitter, and an usher at

the Elmwood Avenue Church of God, where she had also helped with the children's Bible study

classes and sang in the choir; and

     WHEREAS, Tatyana loved her family, music, church, makeup and people. She was a

beautiful soul, whose joy and kindness was a gift that will be forever remembered and deeply

missed; now, therefore be it

     RESOLVED, That this House of Representatives of the State of Rhode Island hereby

extends deepest condolences on the passing of Tatyana Francois; and be it further

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

transmit a duly certified copy of this resolution to Keita Pamphile and Rose Phildor.
