1 | WHEREAS, Being a firefighter is considered one of the most dangerous jobs in the |
2 | United States; It is also oftentimes, one of the most rewarding; and |
3 | WHEREAS, A little before noontime, on Friday, June 18, 2021, members of the Central |
4 | Coventry Fire District, Lt. Kenneth Marcotte, Firefighter Gregory Francis, Lt. Raymond Gervais |
5 | and Firefighter Joshua McAllister, answered a call from a woman in active labor; and |
6 | WHEREAS, Arriving on the scene, the firefighters and rescue personnel found the |
7 | woman on the second floor conscious, alert and oriented and about to have her fourth child. They |
8 | quickly carried her down to the waiting rescue, and departed for Kent County Hospital with Lt |
9 | Gervais from Engine 7 driving rescue and Firefighter McAllister joining Lt. Marcotte and |
10 | Firefighter Francis in monitoring her vitals and providing care for the woman; and |
11 | WHEREAS, A short five minutes into the transport, it became apparent that the baby had |
12 | decided not to wait until they arrived at the hospital, and with the assistance of the crew lead by |
13 | Lt. Marcotte, a beautiful and perfectly healthy baby boy was born, and shortly thereafter, the |
14 | Rescue 7 team along with their patients, arrived at the Kent Hospital Emergency Department who |
15 | took over the care of both patients; and |
16 | WHEREAS, Rhode Island's firefighters and rescue personnel are not men and women |
17 | merely worth knowing – they are people to admire, respect and honor who are deserving of our |
18 | gratitude, admiration, and recognition for augmenting our hopes and dreams for the security of |

1 | our homes, children, and loved ones; now, therefore be it |
2 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
3 | recognizes and honors Lt. Kenneth Marcotte, Firefighter Gregory Francis, Lt. Raymond Gervais |
4 | and Firefighter Joshua McAllister for their heroic and clear-headed actions. They are truly an |
5 | inspiration to us all and we extend best wishes for their future happiness, success, and good |
6 | health; and be it further |
7 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
8 | transmit duly certified copies of this resolution to Lt. Kenneth Marcotte, Firefighter Gregory |
9 | Francis, Lt. Raymond Gervais and Firefighter Joshua McAllister. |
