CONGRATULATING MS. JOAN MARIE COLLINS ON HER RETIREMENT FROM THE | |
RHODE ISLAND STATE POLICE AFTER MORE THAN TWENTY-NINE YEARS OF | |
MERITORIOUS SERVICE TO THE STATE OF RHODE ISLAND | |

1 | WHEREAS, Joan Marie Collins began her distinguished public service career with the |
2 | Rhode Island State Police when she was hired on November 1, 1992, to serve as a |
3 | Telecommunicator in the (National Crime Information Center) (NCIC)/Control Bureau. In |
4 | recognition of her tireless work ethic and deeply abiding commitment to the safety of all |
5 | members of the Rhode Island State Police and Rhode Island law enforcement officers, she was |
6 | promoted to the position of Assistant Shift Supervisor on October 27, 1996; and |
7 | WHEREAS, On November 24, 1996, Ms. Collins was further promoted, this time to the |
8 | position of Police Communications Specialist Supervisor, a position she held until her retirement |
9 | on June 29, 2021. In this capacity, Ms. Collins was responsible for all aspects of the |
10 | NCIC/Control Bureau. From 2005 to 2011, she was responsible for and did a superb job of |
11 | organizing and supervising the Rhode Island Most Wanted site, a vital enforcement tool for area |
12 | law enforcement agencies. She received many laurels and much praise from numerous state |
13 | troopers and law enforcement agencies for her exemplary work with the site; and |
14 | WHEREAS, Ms. Collins organized and coordinated Rhode Island’s Amber and Silver |
15 | alerts for many years. She also gave her time to organize events to provide digital identification |
16 | kits, including fingerprints, photographs, and DNA swabs for thousands of children. No person in |
17 | Rhode Island was more dedicated to the safeguarding and protection of children than Ms. Collins. |
18 | She gave countless hours of her personal time to ensure the protection of our children; and |
19 | WHEREAS, Ms. Collins has received numerous accolades in recognition of her |

1 | distinguished service to the State of Rhode Island. In 1996, she received the State Police Civilian |
2 | of the Year Award for “distinguishing herself through her loyalty, dedication, and skills as an |
3 | integral member of the NCIC Bureau of the Rhode Island State Police. In the discharge of her |
4 | duties, she consistently displayed concern for the safety of Troopers and all police officers on |
5 | patrol in the State of Rhode Island.” In 2013, she was the recipient of the Rhode Island Attorney |
6 | General’s Justice Award for Crime Prevention, “an award given in recognition of individual |
7 | excellence and commitment to justice and the community”; now, therefore be it |
8 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
9 | congratulates Ms. Joan Marie Collins on her retirement from the Rhode Island State Police on |
10 | June 29, 2021, after more than twenty-nine years of meritorious service to the State of Rhode |
11 | Island as a Police Communications Specialist Supervisor; and be it further |
12 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
13 | transmit a duly certified copy of this resolution to Ms. Joan Marie Collins. |
