EXTENDING DEEPEST CONDOLENCES ON THE PASSING OF THE HONORABLE | |

1 | WHEREAS, It is with deep sadness that this House has learned of the passing of the |
2 | Honorable Julian P. Forgue, III, the beloved husband of Terry Quebec Forgue, cherished father of |
3 | Julian Forgue and four step-daughters, Whitney, Christina, Kyla and Dakota, and the well- |
4 | respected President of the Glocester Town Council; and |
5 | WHEREAS, Born in the City of Providence, "Jay" as he was known by family and |
6 | friends, was a son of the late Julian and Philomena Forgue, and the brother of Randy Forgue and |
7 | his wife, Janice, Lorraine Grimley and her husband, Buddy, and the late Ricky Forgue. He had |
8 | honorably served our country in the United State Army; and |
9 | WHEREAS, Jay Forgue had worked for Rosciti Construction in his youth but had always |
10 | had an abiding interest and ability with horses. After leaving the construction business, he |
11 | established J&R Stables where he bought and sold pleasure horses, and subsequently moved on to |
12 | thoroughbreds, which entailed traveling across continents and memorably resulted in meeting the |
13 | President of Venezuela and having a race horse in a million dollar race in Hong Kong; and |
14 | WHEREAS, His love and knowledge of horses eventually led Mr. Forgue to establish the |
15 | Providence Mounted Police, and later a summer camp and therapeutic equestrian riding program |
16 | for children at Meeting Street School; and |
17 | WHEREAS, In 1977, Mr. Forgue moved to Glocester, where he became a successful real |
18 | estate developer establishing the first-ever Glocester planned unit development, which created the |
19 | scenic Cody Drive neighborhood. He later became the sole owner of Glocester Pines Farm, which |

1 | was renamed the Tourbillon Farm, and eventually became the successful Tourbillon Trailer Sales |
2 | and Service; and |
3 | WHEREAS, Most recently, the Honorable Jay Forgue was elected to and served on the |
4 | Glocester Town Council for three years, and as President for this past year. During his tenure on |
5 | the Council, he was dedicated to economic progress and was deservingly proud of bringing large |
6 | grants, such as the $250,000 façade improvement funding to Chepachet businesses and the |
7 | $450,000 grant for improvements to Glocester Memorial Park; |
8 | WHEREAS, The Honorable Jay Forgue was a genuine, humble, and caring man, who |
9 | always had a smile and was ready to help. He "embraced life to the fullest always seeking new |
10 | adventures, fully enjoying his life with family and friends" and he will be dearly missed; now, |
11 | therefore be it |
12 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
13 | extends deepest sympathy on the passing of the Honorable Julian P. Forgue; and be it further |
14 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
15 | transmit a duly certified copy of this resolution to Mrs. Terry Quebec Forgue and Family. |
