It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Section 5-6-2 of the General Laws in Chapter 5-6 entitled "Electricians" is |
2 | hereby amended to read as follows: |
3 | 5-6-2. Work for which license required. |
4 | (a)(1) No person, firm, or corporation shall enter into, engage in, solicit, advertise, bid for, |
5 | or work at the business of installing, maintaining, servicing, and testing wires, conduits, apparatus, |
6 | fixtures, electrical signs, lightning-protection equipment as defined in ยง 5-6-1, and other appliances |
7 | for carrying or using or generating electricity for light, heat, fire alarms, as defined in chapter 28.25 |
8 | of title 23, entitled "Fire Alarm Systems," or power purposes, exclusive of low-voltage wiring for |
9 | heating/refrigeration equipment, or work at the business of removing and reattaching existing |
10 | electrical meters, unless that person, firm, or corporation shall have received a license and a |
11 | certificate for the business, issued by the state board of examiners of electricians of the division of |
12 | professional regulation of the department of labor and training in accordance with the provisions |
13 | set forth in this chapter. |
14 | (2) That person shall carry this license on his or her person at all times while so engaged, |
15 | and shall affix his or her contractor's license number to any advertisement and/or contract he or she |
16 | executes and/or to any bid he or she files with any consumer for his or her professional services |
17 | and to any applicable permit required for the performance of those services. |
18 | (b) Any person, firm, or corporation that is required to apply for a permit from a local |

1 | building official for any work required to be performed by a person licensed under the provisions |
2 | of this chapter shall cause the work to be performed by a person licensed under the provisions of |
3 | this chapter; provided, that the provisions of this section, except the provision regarding removing |
4 | and reattaching existing electrical meters, shall not apply to owner-occupied, single-family homes. |
5 | (c) Home inspectors, licensed pursuant to chapter 65.1 of title 5, shall be exempt from the |
6 | provisions of this section, except that home inspectors shall not engage in the installation, repair or |
7 | maintenance of any electrical component, unless licensed under this section. |
8 | SECTION 2. The provisions of this act shall be given retroactive as well as prospective |
9 | effect and shall apply to all cases pending upon the effective date of this act and this act shall take |
10 | effect upon passage. |

1 | This act would allow home inspectors to inspect electrical systems and components as part |
2 | of an inspection and a written evaluation of a residential building. Home inspectors would not |
3 | engage in the installation, repair or maintenance of any electrical component, unless licensed to do |
4 | so. |
5 | The provisions of this act would be given retroactive as well as prospective effect and |
6 | would apply to all cases pending upon the effective date of this act. The act would take effect upon |
7 | passage. |
