RELATING TO PUBLIC PROPERTY AND WORKS -- LABOR AND PAYMENT OF DEBTS

BY CONTRACTORS

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 37-13 of the General Laws entitled "Labor and Payment of Debts by

Contractors" is hereby amended by adding thereto the following section:

     37-13-3.3. Utilization of journeypersons.

     Notwithstanding any laws to the contrary, all general contractors and subcontractors on

any public works contract awarded by the state after passage of this act may authorize up to four

(4) journeypersons to perform work under the supervision of a fully licensed master tradesperson.

To the extent that any of the provisions contained in this section conflict with the requirements for

federal aid contracts, federal law and regulations shall control. The provisions of this section shall

not apply to contracts for school transportation services.

     SECTION 2. This act shall take effect upon passage.
