CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY AND MAKE | |
RECOMMENDATIONS FOR PROTECTING AND PROVIDING EFFECTIVE CARE FOR | |
VULNERABLE POPULATIONS IN STATE-FUNDED HOME CARE PROGRAMS | |

1 | RESOLVED, That a special legislative commission be and the same is hereby created |
2 | consisting of twelve (12) members; three (3) of whom shall be members of the Rhode Island |
3 | House of Representatives, not more than two (2) from the same political party, to be appointed by |
4 | the Speaker of the House; one of whom shall be the Director of the Rhode Island Department of |
5 | Behavioral Healthcare, Developmental Disabilities & Hospitals, or designee; one of whom shall |
6 | be the Director of the Rhode Island Department of Health, or designee; one of whom shall be the |
7 | President of Day One, or designee; one of whom shall be the President of the Rhode Island Police |
8 | Chiefs' Association, or designee; one of whom shall be the Executive Director of the Rhode |
9 | Island Developmental Disabilities Council, or designee; one of whom shall be the Chair of the |
10 | Rhode Island Disability Law Foundation, or designee; one of whom shall be the Director of the |
11 | Paul V. Sherlock Center on Disabilities, or designee; one of whom shall be a representative from |
12 | a home care provider agency, or designee; and one of whom shall be the Chief Executive Officer |
13 | of Special Olympics Rhode Island, or designee. |
14 | In lieu of any appointment of a member of the legislature to a permanent advisory |
15 | commission, a legislative study commission, or any commission created by a General Assembly |
16 | resolution, the appointing authority may appoint a member of the general public to serve in lieu |
17 | of a legislator, provided that the Majority Leader or the Minority Leader of the political party |
18 | which is entitled to the appointment, consents to the member of the general public. |
19 | The purpose of said commission shall be to make a comprehensive study and analysis of |

1 | the best practices and provide recommendations for protecting and providing effective care for |
2 | vulnerable populations participating in state-funded home care programs. |
3 | Forthwith upon passage of this resolution, the members of the commission shall meet at |
4 | the call of the Speaker of the House and organize and select a Chairperson. |
5 | Vacancies in said commission shall be filed in like manner as the original appointment. |
6 | The membership of said commission shall receive no compensation for their services. |
7 | All departments and agencies of the state shall furnish such advice and information, |
8 | documentary and otherwise, to said commission and its agents as is deemed necessary or |
9 | desirable by the commission to facilitate the purposes of this resolution. |
10 | The Speaker of the House is hereby authorized and directed to provide suitable quarters |
11 | for said commission; and be it further |
12 | RESOLVED, That the commission shall report its findings and recommendations to the |
13 | House of Representatives no later than February 8, 2023, and said commission shall expire on |
14 | May 8, 2023. |
