RELATING TO TOWNS AND CITIES -- LOW AND MODERATE INCOME HOUSING | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Chapter 45-53 of the General Laws entitled "Low and Moderate Income |
2 | Housing" is hereby amended by adding thereto the following sections: |
3 | 45-53-10. Database of low income rental units. |
4 | (a) The Rhode Island housing and mortgage finance corporation established pursuant to § |
5 | 42-55-4 (the "corporation") shall, maintain an online database ("database") of low income housing |
6 | tax credit developments which are designated only for households at or below sixty percent (60%) |
7 | of area median income, adjusted for household size and subsidized housing developments, as |
8 | referenced in the corporation's Rhode Island resource guide, which are designated only for |
9 | households at or below eighty percent (80%) of area median income, adjusted for household size |
10 | (collectively "low income rental units") in the state on the corporation's website. The corporation |
11 | shall place an emphasis on the database containing the following: |
12 | (1) Current, updated information on the existing inventory of low income rental units in |
13 | the state; |
14 | (2) The contact person or entity and contact information pertaining to individual |
15 | developments; |
16 | (3) To the extent the information is available, a copy of the application to apply for housing |
17 | in individual developments; and |
18 | (4) Information pertaining to any special populations, including, but not limited to, elderly, |
19 | disabled, homeless individuals and victims of domestic violence, served by individual |

2 | (b) This database shall be accessible to the public by July 1, 2023. |
3 | 45-53-11. Annual reports. |
4 | (a) The Rhode Island housing corporation established pursuant to § 42-55-4 (the |
5 | "corporation") shall provide the annual reports pursuant to subsections (b) and (c) of this section to |
6 | the speaker of the house, the president of the senate, the housing resources commission, the division |
7 | of statewide planning, and the secretary of housing. Reports shall be made available on the |
8 | corporation's website for a period of at least three (3) years, and shall be deemed to be a public |
9 | record. Reports shall be due on or before March 15, of each year, commencing in the calendar year |
10 | 2023. |
11 | (b) Report on Rhode Island housing corporation housing development and preservation |
12 | activity. This report shall include the following information: |
13 | (1) The identity of projects that have been provided funding by the corporation for housing |
14 | development or preservation and which closed on that financing by December 31, of the previous |
15 | calendar year; |
16 | (2) The total aggregate of funds, in dollar amounts, which have been provided to projects |
17 | by the corporation for housing development or preservation and which closed on that financing by |
18 | December 31, of the previous calendar year, as well as those amounts disaggregated by each |
19 | project; and |
20 | (3) The number of housing units that received funding from the corporation for housing |
21 | development or preservation which received a certificate of occupancy in the previous calendar |
22 | year, both in total and disaggregated by project. |
23 | (c) Report on tax payments made by affordable housing developments to municipalities |
24 | pursuant to § 44-5-13.11. This report shall include data aggregated by all the municipalities and |
25 | disaggregated by each individual municipality on the total amount of fees collected in the previous |
26 | calendar year by municipalities on any assessment and taxation made pursuant to § 44-5-13.11. |
27 | (d) With regard to the report in subsection (c) of this section, all municipalities in the state |
28 | shall annually submit to the corporation by January 15, of each year, the total amount of fees |
29 | collected in the previous calendar year by the municipality on any assessment and taxation made |
30 | pursuant to § 44-5-13.11 disaggregated by individual development. |
31 | SECTION 2. This act shall take effect upon passage. |

1 | This act would direct the Rhode Island housing and mortgage finance corporation (the |
2 | "corporation") to maintain an online database of low income rental units on the corporation's |
3 | website. The act would also direct the corporation to provide an annual report to the speaker of the |
4 | house, the president of the senate, the housing resources commission, the division of statewide |
5 | planning and the secretary of housing. |
6 | This act would take effect upon passage. |
