HONORING RICHARD E. FLEURY, ESQ. ON THE OCCASION OF HIS RETIREMENT AS | |
LEGAL COUNSEL TO THE RHODE ISLAND HOUSE OF REPRESENTATIVES | |

1 | WHEREAS, Richard Ernest Fleury was born on September 11, 1946, in the Town of |
2 | West Warwick, where he has resided for most of his life. He attended Bishop Hendricken High |
3 | School, and attained his Bachelor's degree from Georgetown University, and a Juris Doctor from |
4 | the University of Detroit; and |
5 | WHEREAS, In addition, Mr. Fleury served our country as an Attorney with the military |
6 | reserve force of the United States Army. During the Blizzard of ’78, he received a special |
7 | commendation for his assistance in issuing military trucks out of the Warwick Army Reserve Post |
8 | to local police officers in order to assist in the State's response to those stranded during the storm; |
9 | and |
10 | WHEREAS, In 1992, the Honorable Richard Fleury was elected to the Rhode Island |
11 | House of Representatives in District 40, and earning the respect and confidence of his colleagues |
12 | and constituents, he served for five terms, from January 1, 1993 through 2002; and |
13 | WHEREAS, During his tenure in the House, Mr. Fleury was a member of the House |
14 | Finance Committee, and a member of the contentious Redistricting Commission of 2002, which |
15 | had been tasked with downsizing the House from 100 to 75 representatives. He was also a strong |
16 | opponent of the Casino proposed for West Warwick and joined the fight to preserve Barton Farm |
17 | as community open space; and |
18 | WHEREAS, In 2005, then-Minority Leader Robert Watson retained Mr. Fleury as Legal |
19 | Counsel for the House Minority Caucus, where he has served for the past seventeen years. In |

1 | addition, Mr. Fleury maintains a flourishing General Law practice as the sole practitioner in the |
2 | Law Office of Richard E. Fleury, and is a member of the West Warwick Lions, the Rhode Island |
3 | Bar Association, the Michigan Bar Association, and a member of the St. John the Baptist School |
4 | Board; and |
5 | WHEREAS, In addition to his time at the State House and his law practice, Mr. Fleury |
6 | has been happily married to his wife, Sally for an inspiring 51 years, and together they have |
7 | raised two children, Nicolle and Mark, and are blessed with three grandchildren, Mark, Matthew |
8 | and John. Richard is also an avid golfer and college basketball fan; and |
9 | WHEREAS, Richard Fleury's retirement leaves very large shoes to fill. He has been an |
10 | inspiration and a role model of conscientious civic service and is eminently worthy of our |
11 | recognition and praise; now, therefore be it |
12 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
13 | bids adieu and thanks Richard Fleury for his years of legal erudition and sagacious advice and |
14 | wishes him a most happy and healthy retirement; and be it further |
15 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
16 | transmit a duly certified copy of this resolution to the Honorable Richard E. Fleury, Esq., via |
17 | FAX. |
