AMENDING THE RULES OF THE HOUSE OF REPRESENTATIVES FOR THE YEARS

2021 AND 2022

     RESOLVED, That section 22 of the rules for the House of Representatives adopted by

the House of Representatives at its January session A.D. 2021 entitled "House Resolution

3

Adopting the Rules of the House of Representatives for the years 2021 and 2022", be and the

4

same is hereby amended to read as follows:

     (22) When any member desires to speak in debate, or to deliver any matter to the House,

6

the member shall activate his or her recognition button, and when recognized from the rostrum

7

rise and proceed by respectfully addressing the Speaker. Debate shall be confined to the matter

8

before the House. No member shall be permitted to ask, nor shall the Speaker entertain, any

9

question not directly related to the matter before the House; provided, further a member may not

10

claim the floor during a session for the purpose of speaking on a subject matter not germane to

11

legislative business, including, but not limited to, the reading of any text, the recital of any poem,

12

the singing of any song or the broadcast of any material using an electronic device.
