CONGRATULATING KEVIN M. LYNCH ON BEING NAMED THE PRESIDENT OF THE | |
RHODE ISLAND POLICE CHIEFS' ASSOCIATION | |

1 | WHEREAS, Kevin M. Lynch holds bachelor's and master's degrees from Roger Williams |
2 | University and is a graduate of the Leadership Rhode Island Epsilon Class of 2009, and the |
3 | Harvard Kennedy School of Government. He currently serves as an adjunct professor of law at |
4 | Roger Williams University and Bristol Community College; and |
5 | WHEREAS, Chief Lynch began his distinguished thirty-five year law enforcement and |
6 | public service career with the Rhode Island Department of Environmental Management- |
7 | Enforcement Division shortly after graduating from the Rhode Island Municipal Police Academy |
8 | in 1988; and |
9 | WHEREAS, In early 1999, Chief Lynch transferred to the Cranston Police Department |
10 | and steadily rose through the ranks thanks to his tireless work ethic, abiding integrity and sharp |
11 | police and investigative skills. He finally reached the rank of commander (Lieutenant Colonel) |
12 | and served as the Chief of Administration; and |
13 | WHEREAS, Chief Lynch retired from the Cranston Police Department in 2019 and |
14 | accepted a position with the Public Utilities Commission, serving as its Deputy Administrator |
15 | until being appointed by Governor Raimondo to serve as Interim Administrator; and |
16 | WHEREAS, In September of 2019, Chief Lynch was appointed to serve as the Chief of |
17 | the Bristol Police Department where he is responsible for the planning, organizing and daily |
18 | operations of the entire department. Thanks to Chief Lynch's sterling leadership and guidance, |
19 | and to the hardworking police officers under his command, the Town of Bristol was recently |

1 | named the number-one safest college town in America; and |
2 | WHEREAS, On January 13, 2023, the Rhode Island Police Chiefs' Association selected |
3 | Chief Lynch to serve as its President. The Rhode Island Police Chiefs' Association was |
4 | established in 1950, and includes both active and retired police chiefs and associate members |
5 | from nearly 50 municipal, state and campus agencies. It was created with the mission to enhance |
6 | the effectiveness of law enforcement, to strengthen the public's confidence in its police |
7 | professionals, and to improve the quality of life of its members and the communities they serve. |
8 | All of these goals will be enhanced and strengthened by the superb leadership, tireless work ethic, |
9 | and immense integrity that will be provided by Chief Lynch; now, therefore be it |
10 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
11 | congratulates Bristol Police Chief Kevin M. Lynch on being named President of the Rhode Island |
12 | Police Chiefs' Association and thanks him for his thirty-five years of meritorious and honorable |
13 | service to the citizens of Rhode Island as a law enforcement officer and public servant; and be it |
14 | further |
15 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
16 | transmit a duly certified copy of this resolution to Chief Kevin M. Lynch. |
