1 | RESOLVED, That a special legislative commission be and the same is hereby created |
2 | consisting of nine (9) members: three (3) of whom shall be members of the House of |
3 | Representatives, not more than two (2) from the same political party, to be appointed by the |
4 | Speaker of the House; one of whom shall be the President of the Rhode Island Association of |
5 | School Committees, or designee; one of whom shall be the President of the Rhode Island |
6 | Association of Administrators, or designee; one of whom shall be the President of the Rhode |
7 | Island Association of Administrators of Special Education, or designee; one of whom shall be the |
8 | President of the Rhode Island Chapter of the American Federation of Teachers, or designee; one |
9 | of whom shall be the President of the Rhode Island Chapter of the National Education |
10 | Association, or designee; and one of whom shall be the Commissioner of Elementary and |
11 | Secondary Education, or designee. |
12 | In lieu of any appointment of a member of the legislature to a permanent advisory |
13 | commission, a legislative study commission, or any commission created by a General Assembly |
14 | resolution, the appointing authority may appoint a member of the general public to serve in lieu |
15 | of a legislator, provided that the majority leader or the minority leader of the political party which |
16 | is entitled to the appointment consents to the appointment of the member of the general public. |
17 | The purpose of said commission shall be to study and make recommendations for the |
18 | development and implementation of an anti-littering education program for elementary students |

1 | in Rhode Island's public schools. |
2 | Forthwith upon passage of this resolution, the members of the commission shall meet at |
3 | the call of the Speaker of the House and organize and shall select, from among the legislators, a |
4 | chairperson. |
5 | Vacancies in said commission shall be filled in like manner as the original appointment. |
6 | The membership of said commission shall receive no compensation for their services. |
7 | All departments and agencies of the state shall furnish such advice and information, |
8 | documentary and otherwise, to said commission and its agents as is deemed necessary or |
9 | desirable by the commission to facilitate the purposes of this resolution. |
10 | The Speaker of the House is hereby authorized and directed to provide suitable quarters |
11 | for said commission; and be it further |
12 | RESOLVED, That the commission shall report its findings and recommendations to the |
13 | House of Representatives no later than February 2, 2023, and said commission shall expire on |
14 | April 2, 2023. |

1 | This resolution would create a nine (9) member special legislative commission whose |
2 | purpose it would be to study and make recommendations for the development and |
3 | implementation of an anti-littering education program for elementary students in Rhode Island's |
4 | public schools, and who would report back to the House of Representatives on or before February |
5 | 2, 2024, and whose life would expire on April 2, 2024. |
