RELATING TO EDUCATION -- BUILDING OPPORTUNITIES IN OUT-OF-SCHOOL TIME

     It is enacted by the General Assembly as follows:

     SECTION 1. Title 16 of the General Laws entitled "EDUCATION" is hereby amended by

2

adding thereto the following chapter:

CHAPTER 112

BUILDING OPPORTUNITIES IN OUT-OF-SCHOOL TIME

5

     16-112-1. Short title.

6

     This act shall be known and may be cited as "Building Opportunities in Out-of-School

7

Time".

8

     16-112-2. Purpose.

9

     The purpose of this chapter is to provide funding to support comprehensive and effective

10

afterschool, school vacation summer learning and workforce development programming for

11

students in grades kindergarten through twelve (K-12).

12

     16-112-3. Funding.

13

     (a) The general assembly shall allocate no less than four million dollars ($4,000,000) per

14

fiscal year to invest in:

15

     (1) High-quality afterschool and out-of-school ("OST") programs and instructors;

16

     (2) Quality assistance supports for educator professional development;

17

     (3) Workforce development and funding for a pipeline of high-quality youth development

18

professionals; and

19

     (4) Funding for retention and professional development.

     (b) Recipients of funding may include nonprofit organizations, local governments,

2

universities and local education authorities.

     16-112-4. Department of education.

     (a) The Rhode Island department of elementary and secondary education shall create a

5

competitive request for proposals process to allocate funding for each fiscal year.

6

     (b) Only programs that adhere to the Rhode Island afterschool quality standards and

7

indicators shall be funded.

     (c) Applicants shall detail funds received from all public sources for existing afterschool,

9

summer learning and workforce development programs and the types of students and programs

10

served by the funds.

     (d) Priority shall be given to those programs that seek to support:

12

     (1) Equity, diversion, inclusion and accessibility;

13

     (2) Low-income families, youth with disabilities, multi-language learners, and youth and

14

families who have challenges with access to services; and

15

     (3) Offering youth a broad array of additional resources, educational programs, social

16

emotional learning opportunities and civic learning engagements presented in multiple ways,

17

including twenty-first century learning skills supported through youth engagement in STEM

18

(science, technology, engineering and math) arts and other collaborative programs that are designed

19

to prepare youth for learning and traditional academic programs.

     (e) The department of education shall consult with the department of human services to

21

maximize the provision of services and coordinate programs and services for youth during

22

programs funded by this chapter.

     16-112-5. Reporting.

24

     The department of elementary and secondary education shall send a written report to the

25

general assembly and the governor no later than December 31 of each year on the status and

26

progress of the program authorized by this chapter.

     SECTION 2. This act shall take effect upon passage.

assembly and the governor on the status and progress of the program.

     This act would take effect upon passage.
