RELATING TO PUBLIC OFFICERS AND EMPLOYEES -- MERIT SYSTEM

     Introduced By: Representatives Morales, Cruz, Speakman, Tanzi, and Giraldo

     Date Introduced: March 03, 2023

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 36-4 of the General Laws entitled "Merit System" is hereby amended

by adding thereto the following section:

     36-4-18.1. Temporary exemption from competitive tests.

     (a) Notwithstanding any general or special law, rule or regulation to the contrary to include,

but not be limited to, § 36-4-18, all job applicants applying for a classified service competitive

position within the department of human services shall be exempt from completing any competitive

test for employment.

     (b) The exemption from testing shall apply until July 1, 2024.

     (c) The provisions of this section shall sunset and expire on July 1, 2024

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

     This act would exempt job applicants applying for a classified service competitive position

within the department of human services from completing any competitive test until July 1, 2024.

     This act would take effect upon passage.
