RELATING TO MOTOR AND OTHER VEHICLES -- MOTORCYCLE DRIVER

EDUCATION PROGRAM

     It is enacted by the General Assembly as follows:

     SECTION 1. Section 31-10.1-1.1 of the General Laws in Chapter 31-10.1 entitled "Special

License for Motorcycles, Motor Scooters, and Other Motor Driven Cycles" is hereby amended to

3

read as follows:

     31-10.1-1.1. Motorcycle driver education program.

5

     (a) The council on postsecondary education and the office of the postsecondary

6

commissioner shall through the Community College of Rhode Island provide:

7

     (1) A minimum of six (6) and up to a maximum of twenty (20) hours of classroom

8

instruction and/or on-the-road driver training, as determined by the council and/or the Community

9

College of Rhode Island, for applicants or prospective applicants for a first motorcycle operator’s

10

license to operate two-wheeled (2) motorcycles under this chapter; and

11

     (2) A minimum of six (6) and up to a maximum of twenty (20) hours of classroom

12

instruction and/or on-the-road driver training, as determined by the council and/or the Community

13

College of Rhode Island, for applicants or prospective applicants for a first motorcycle operator’s

14

license to operate three-wheeled (3) motorcycles under this chapter. Accommodations shall be

15

made for persons with disabilities to fully participate in the course of instruction offered pursuant

16

to subsection (a)(2) of this section. Instruction shall be given by a person eligible for a teacher’s

17

certificate issued under the authority of the council on elementary and secondary education and/or

18

certified to teach motorcycle safety classes by completion of a course of instruction recognized by

the Community College of Rhode Island.

     (b) Motorcycle driver education programs shall be available to any eligible resident

3

applicant holding a valid Rhode Island motor vehicle operator’s license.

4

     (c) The council on postsecondary education shall establish any fees that are deemed

5

necessary to support this program.

6

     (d) The council on postsecondary education and the office of the postsecondary

7

commissioner are authorized to establish regulations to further implement this chapter.

     SECTION 2. This act shall take effect upon passage.

provide accommodations for person's with disabilities.
