RELATING TO MOTOR AND OTHER VEHICLES -- MOTORCYCLE DRIVER | |

It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Section 31-10.1-1.1 of the General Laws in Chapter 31-10.1 entitled "Special |
2 | License for Motorcycles, Motor Scooters, and Other Motor Driven Cycles" is hereby amended to |
3 | read as follows: |
4 | 31-10.1-1.1. Motorcycle driver education program. |
5 | (a) The council on postsecondary education and the office of the postsecondary |
6 | commissioner shall through the Community College of Rhode Island provide: |
7 | (1) A minimum of six (6) and up to a maximum of twenty (20) hours of classroom |
8 | instruction and/or on-the-road driver training, as determined by the council and/or the Community |
9 | College of Rhode Island, for applicants or prospective applicants for a first motorcycle operator’s |
10 | license to operate two-wheeled (2) motorcycles under this chapter; and |
11 | (2) A minimum of six (6) and up to a maximum of twenty (20) hours of classroom |
12 | instruction and/or on-the-road driver training, as determined by the council and/or the Community |
13 | College of Rhode Island, for applicants or prospective applicants for a first motorcycle operator’s |
14 | license to operate three-wheeled (3) motorcycles under this chapter. Instruction shall be given by a |
15 | person eligible for a teacher’s certificate issued under the authority of the council on elementary |
16 | and secondary education and/or certified to teach motorcycle safety classes by completion of a |
17 | course of instruction recognized by the Community College of Rhode Island. |
18 | (b) Motorcycle driver education programs shall be available to any eligible resident |

1 | applicant holding a valid Rhode Island motor vehicle operator’s license. |
2 | (c) The council on postsecondary education shall establish any fees that are deemed |
3 | necessary to support this program. |
4 | (d) The council on postsecondary education and the office of the postsecondary |
5 | commissioner are authorized to establish regulations to further implement this chapter. |
6 | (e) Reasonable accommodations shall be made for persons with disabilities to fully |
7 | participate in all courses of instruction offered pursuant to this section. |
8 | SECTION 2. This act shall take effect upon passage. |
