RELATING TO HOLIDAYS AND DAY OF SPECIAL OBSERVANCE

     

     Introduced By: Representatives Cotter, Casimiro, Carson, Donovan, McGaw, Cruz,
Speakman, Stewart, Kislak, and Sanchez

     It is enacted by the General Assembly as follows:

     SECTION 1. Section 25-1-1 of the General Laws in Chapter 25-1 entitled "Holidays" is

hereby amended to read as follows:

     25-1-1. General holidays enumerated.

4

     The first day of January or, in the event that day is a Saturday or Sunday, then state

5

employees will celebrate the holiday on the following Monday (as New Year’s Day), the third

6

Monday of January (as Dr. Martin Luther King, Jr.’s Birthday), the third Monday of February (as

7

Washington’s Birthday), the fourth day of May (as Rhode Island Independence Day), the last

8

Monday of May (as Memorial Day), the fourth day of July or, in the event that day is a Saturday

9

or Sunday, then state employees will celebrate the holiday on the following Monday (as

10

Independence Day), the second Monday of August (as Victory Day), the first Monday of September

11

(as Labor Day), the second Monday of October (as Columbus Day), the eleventh day of November

12

or, in the event that day is a Saturday or Sunday, then state employees will celebrate the holiday on

13

the following Monday (as Veterans’ Day), the twenty-fifth day of December, or in the event that

14

day is a Saturday or Sunday, then state employees will celebrate the holiday on the following

15

Monday (as Christmas Day), and each of the above days in every year, or when either of the above

16

days falls on the first day of the week, then the day following it, the Tuesday next after the first

17

Monday in November in each year in which a general election of state officers is held (as election

18

day), the eighth Tuesday preceding biennial state elections for primary election for the nomination

19

of candidates of each political party (as primary day), the fourth Tuesday in April 2024, and every

fourth year thereafter for a primary election for the election of delegates to the national convention

2

for each political party (as presidential primary day), the first day of every week (commonly called

3

Sunday), and any other days as the governor or general assembly of this state or the president or

4

the congress of the United States shall appoint as holidays for any purpose, days of thanksgiving,

5

or days of solemn fast, shall be holidays.

      and each of the above days in every year, or when either of the above days falls on the first

7

day of the week, then the day following it, the Tuesday next after the first Monday in November in

8

each year in which a general election of state officers is held (as election day), the first day of every

9

week (commonly called Sunday), and any other days as the governor or general assembly of this

10

state or the president or the congress of the United States shall appoint as holidays for any purpose,

11

days of thanksgiving, or days of solemn fast, shall be holidays.

     SECTION 2. This act shall take effect upon passage.

EXPLANATION

     This act would make general state holidays the days on which primaries for election of

state candidates as well as on which national convention delegates and the presidential preference

3

primaries are conducted.

     This act would take effect upon passage.
