RELATING TO LABOR AND LABOR RELATIONS -- REENTRY WORKFORCE

TRAINING

     It is enacted by the General Assembly as follows:

     SECTION 1. Title 28 of the General Laws entitled "LABOR AND LABOR RELATIONS"

is hereby amended by adding thereto the following chapter:

CHAPTER 60

REENTRY WORKFORCE TRAINING

5

     28-60-1. Definitions.

6

     The following words and phrases, as used in this chapter, have the following meanings:

7

     (1) "Department" means the department of labor and training;

8

     (2) "Reentry community" means those individuals who are transitioning out of a carceral

9

facility under the purview of the department of corrections or from involvement with the criminal

10

justice system;

11

     (3) "Workforce development training" means such activities and programming as are

12

administered by the department of labor and training for the job placement, upskilling, or career

13

advancement of Rhode Island workers.

     28-60-2. Annual appropriation.

15

     There shall be an annual appropriation of six hundred thousand dollars ($600,000) directed

16

to the department for the purposes of providing workforce development training to members of the

17

reentry community.

     28-60-3. Reentry workforce development training program.

     (a) The department of labor and training shall collaborate with the department of

2

corrections to determine the makeup of the reentry community.

     (b) The department shall work with employers in the state to align workforce development

4

training with accessible jobs and shall supply necessary supports and services to promote the

5

prompt employment of the individuals provided workforce development training.

6

     (c) The department shall prepare a report provided to the governor, the senate president

7

and the speaker of the house annually no later than January 1, indicating the number of members

8

of the reentry community served under this program and the percentage placed in employment after

9

receiving services.

     SECTION 2. This act shall take effect on July 1, 2023.

     This act would appropriate six hundred thousand dollars ($600,000) per year to be directed

2

to the department of labor and training for the purpose of providing employment and career services

3

to individuals transitioning out of a jail or prison administered by the department of corrections.

4

     This act would take effect on July 1, 2023.
