RELATING TO INSURANCE -- ACCIDENT AND SICKNESS INSURANCE POLICIES

     

     Introduced By: Representatives Azzinaro, Corvese, Cardillo, Noret, J. Lombardi, Diaz,
Hull, Fellela, Bennett, and Kennedy

     It is enacted by the General Assembly as follows:

     SECTION 1. Chapter 27-18 of the General Laws entitled "Accident and Sickness Insurance

2

Policies" is hereby amended by adding thereto the following section:

     27-18-91. Physicians’ reimbursement rate from health insurers.

4

     Every individual or group health insurance contract, plan or policy delivered, issued for

5

delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement

6

for each in-network health care service that is reimbursed below the average reimbursement rates

7

set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine

8

the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement

9

rates. The rate will increase annually commensurate with the average reimbursement rates set by

10

Connecticut and Massachusetts.

     SECTION 2. Chapter 27-19 of the General Laws entitled "Nonprofit Hospital Service

12

Corporations" is hereby amended by adding thereto the following section:

13

     27-19-83. Physicians’ reimbursement rate from health insurers.

14

     Every individual or group health insurance contract, plan or policy delivered, issued for

15

delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement

16

for each in-network health care service that is reimbursed below the average reimbursement rates

17

set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine

18

the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement

19

rates. The rate will increase annually commensurate with the average reimbursement rates set by

Corporations" is hereby amended by adding thereto the following section:

     27-20-79. Physicians’ reimbursement rate from health insurers.

     Every individual or group health insurance contract, plan or policy delivered, issued for

6

delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement

7

for each in-network health care service that is reimbursed below the average reimbursement rates

8

set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine

9

the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement

10

rates. The rate will increase annually commensurate with the average reimbursement rates set by

11

Connecticut and Massachusetts.

     SECTION 4. Chapter 27-41 of the General Laws entitled "Health Maintenance

13

Organizations" is hereby amended by adding thereto the following section:

     27-41-96. Physicians’ reimbursement rate from health insurers.

     Every individual or group health insurance contract, plan or policy delivered, issued for

16

delivery or renewed in this state on or after January 1, 2024, shall increase the rate of reimbursement

17

for each in-network health care service that is reimbursed below the average reimbursement rates

18

set by Connecticut and Massachusetts. The office of health insurance commissioner shall determine

19

the increase based upon a review and analysis of Connecticut and Massachusetts reimbursement

20

rates. The rate will increase annually commensurate with the average reimbursement rates set by

21

Connecticut and Massachusetts.

     SECTION 5. This act shall take effect upon passage.

BY THE LEGISLATIVE COUNCIL

     This act would annually increase the rate of physicians’ reimbursement for each in-network

2

health care service that are reimbursed below the average reimbursement rates set by Connecticut

3

and Massachusetts. The office of health insurance commissioner (OHIC) would determine the

4

increase.

5

     This act would take effect upon passage.
