It is enacted by the General Assembly as follows: | |
1 | SECTION 1. Section 42-12-25 of the General Laws in Chapter 42-12 entitled "Department |
2 | of Human Services" is hereby amended to read as follows: |
3 | 42-12-25. Child care training, accreditation, technical assistance, and monitoring. |
4 | (a) The general assembly shall annually appropriate to the department of human services |
5 | such funds as it deems necessary to enable the department to assist providers in obtaining national |
6 | accreditation, to expand child care staff development and training, and for technical assistance and |
7 | monitoring, including but not limited to, activities which provide: |
8 | (i) Training opportunities for child care providers which foster a coordinated link between |
9 | the providers and the schools; |
10 | (ii) Specialized training for providers of infant/toddler and/or pre-adolescent care; |
11 | (iii) Evaluation of child care providers and programs through parent surveys and formal |
12 | evaluation techniques; |
13 | (iv) Technical assistance and training for current and prospective non-English speaking |
14 | providers. |
15 | (b) The general assembly shall annually appropriate to the department of human services |
16 | funding for the hiring of additional state child care licensing inspectors in order to meet the National |
17 | Association for Regulatory Administration (NARA) recommended average of one inspector for |
18 | every fifty (50) to sixty (60) child care providers. |

1 | (b)(c) The director of the department of human services is further authorized to request |
2 | such appropriation for each state fiscal year as he or she deems necessary to carry out the programs |
3 | and purposes of this section. |
4 | SECTION 2. This act shall take effect upon passage. |
