CONGRATULATING DR. FRANK PALLOTTA ON RECEIVING THE 2023 RHODE | |
ISLAND SCHOOL SUPERINTENDENTS ASSOCIATION "PAUL CROWLEY AWARD" | |

1 | WHEREAS, The prestigious Paul Crowley Award is presented annually by the Rhode |
2 | Island Superintendents Association to a Rhode Island citizen or organization that has exhibited |
3 | long-term commitment to excellence and to improving the quality of education in Rhode Island; |
4 | and |
5 | WHEREAS, This distinguished award is named after the Honorable Paul Crowley who |
6 | throughout his exemplary service in the Rhode Island House of Representatives, was widely |
7 | recognized and admired for his commitment to education and for his vast knowledge and |
8 | expertise on issues related to education; and |
9 | WHEREAS, This year's well-deserving recipient is Dr. Frank Pallotta, Ed.D., a lifelong |
10 | resident of North Providence. Dr. Pallotta has been a long-time education leader since his |
11 | graduation from Providence College in 1970, Rhode Island College in 1971, where he attained his |
12 | special education credentials, and Providence College again in 1972, where he attained a Master's |
13 | in Education degree. Since then, he has served with tireless devotion and distinction as a teacher, |
14 | principal, special education administrator, assistant superintendent, and superintendent of schools. |
15 | Dr. Pallotta also attained an Ed.D. degree from Nova Southeastern University in 1985, and has |
16 | served as a member and as Chair of the North Providence School Committee; and |
17 | WHEREAS, Throughout his career, Dr. Pallotta has been a strong advocate in support of |
18 | allowing principals to hire their own staff and develop their own budgets and programs; and |
19 | WHEREAS, In 1992, while serving as the Principal at Veazie Street Elementary School, |

1 | Dr. Pallotta became the first Principal in Providence to lead a Site Managed School Governance |
2 | Model within his school. He can also take credit for numerous other positive reforms related to |
3 | curriculum and school accountability that have improved elementary and high school education in |
4 | Rhode Island; and |
5 | WHEREAS, Dr. Frank Pallotta is the beloved husband of MaryAnn Pallotta, the devoted |
6 | father of Jeffrey and Melissa, and the grandfather of Makenzie, Mia, Nikki and Marianna; now, |
7 | therefore be it |
8 | RESOLVED, That this House of Representatives of the State of Rhode Island hereby |
9 | congratulates Dr. Frank Pallotta on receiving the 2023 Rhode Island School Superintendents |
10 | Association "Paul Crowley Award"; and be it further |
11 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
12 | transmit a duly certified copy of this resolution to Dr. Frank Pallotta, Ed.D. |
