H O U S E   R E S O L U T I O N

RESPECTFULLY REQUESTING THE DEPARTMENT OF ADMINISTRATION AND THE

OFFICE OF INFORMATION TECHNOLOGY TO REVIEW AND EVALUATE THE USE

AND DEVELOPMENT OF ARTIFICIAL INTELLIGENCE (AI) AND AUTOMATED

DECISION SYSTEMS AND PROVIDE RECOMMENDATIONS REGARDING ONGOING

AND UPCOMING PLANS TO EXPAND THEIR USE AND CURRENT SECURITY AND

IMPLEMENTATION PROCEDURES

     WHEREAS, Rhode Island and the United States are entering an era of unprecedented

2

change that could impact tens of millions of people. As artificial intelligence technologies

3

continue to advance, our financial, medical, legal, and personal security are potentially impacted;

4

and

5

     WHEREAS, Artificial Intelligence (AI) is defined as computerized methods and tools,

6

including, but not limited to, machine learning and natural language processing, that act in a way

7

that resembles human cognitive abilities when it comes to solving problems or performing certain

8

tasks; and

9

     WHEREAS, An automated decision system is a computer program, method, statistical

10

model or process that aims to aid or replace human decision-making using algorithms or artificial

11

intelligence. These systems can include analyzing complex datasets about human populations and

12

government services or other activities to generate scores, predictions, classifications, or

13

recommendations used by agencies to make decisions that impact human welfare; and

14

     WHEREAS, Monitoring systemic changes, as well as the procedures for enforcing the

15

principles, policies, financing, and guidelines regarding their use, and any gaps in training,

16

regulation, and enforcement of security protocols is essential; now, therefore be it

17

     RESOLVED, That this House of Representatives of the State of Rhode Island hereby

requests the Department of Administration and the RI Division of Information Technology report

2

the extent of algorithmic decision-making used by the State of Rhode Island and the progress

3

made toward implementing any recommendations previously issued; how automated decision

4

systems are validated, tested, and evaluated including for the effects of racial, gender, and other

5

biases that are unknown to be perpetuated by AI Technology; and all matters related to data

6

sources, data sharing agreements, and data security provisions; and be it further

7

     RESOLVED, That this House requests the Department of Administration and the RI

8

Division of Information Technology to provide recommendations for regulatory or legislative

9

action, including recommendations about areas where Rhode Island offices ought to use or not

10

use automated decision systems, the state’s compliance with data protection laws and regulations,

11

and timelines used for implementation, cost estimates, and mechanisms for implementing

12

artificial intelligence technologies; and be it further

13

     RESOLVED, That this House hereby requests that the Department of Administration and

14

the RI Division of Information Technology provide the House of Representatives and the Chair of

15

the House Committee on Innovation, Internet and Technology with the above referenced

16

information on or before September 29, 2023; and be it further

17

     RESOLVED, That the Secretary of State be and hereby is authorized and directed to

18

transmit duly certified copies of this resolution to Brian M. Daniels, Interim Director, RI

19

Department of Administration, Brian Tardiff, the State Chief Digital Officer (CDO) and Chief

20

Information Officer (CIO) for the RI Division of Information Technology.
