MAKING AN APPROPRIATION OF $400,000 TO COMMUNITY COLLEGE OF RHODE | |

1 | WHEREAS, In partnership with the Rhode Island Department of Labor and Training, |
2 | Rhode Island Commerce, the Rhode Island Building and Construction Trades Council and |
3 | Building Futures, and Revolution Wind, the Community College of Rhode Island will establish |
4 | the State's first Global Wind Organization (GWO) training certificate program at the Flanagan |
5 | campus in Lincoln; and |
6 | WHEREAS, GWO training -- the international standard for offshore wind safety training |
7 | -- provides essential safety training for workers engaged in offshore wind farm construction and |
8 | operations; and |
9 | WHEREAS, The U.S. Department of Energy estimates 43,000 new jobs will be created |
10 | in the offshore wind market by 2030. It is estimated that over the next decade, offshore wind |
11 | farms will create as many as 3,000 jobs in New England and generate an economic impact that |
12 | could reach $2 billion regionally; and |
13 | WHEREAS, The GWO training certificate program will initially certify up to 125 Rhode |
14 | Islanders to be eligible to work in the offshore wind industry and will play a key role in |
15 | establishing a pipeline of Rhode Island workers to construct the nation's first offshore wind farm |
16 | off the coastal waters of Rhode Island; and |
17 | WHEREAS, In furtherance of establishing the GWO training certificate program, the |
18 | Community College of Rhode Island applied for and received a grant of $500,000 from |
19 | Revolution Wind; and |

1 | WHEREAS, It is necessary and essential for additional funding to be provided to |
2 | supplement the grant funds for the purpose of completing the build out projects required to |
3 | establish the GWO training certificate program; now, therefore be it |
4 | RESOLVED, That there is hereby appropriated, out of any money in the treasury not |
5 | otherwise appropriated for the fiscal year 2023-2024, the sum of four hundred thousand dollars |
6 | ($400,000) to the Community College of Rhode Island for the build out of the Flanagan Campus |
7 | Field House to establish a GWO training certificate program; and the state controller is hereby |
8 | authorized and directed to draw his orders upon the general treasurer for the payment of said sum, |
9 | or so much thereof as may be from time to time required, upon receipt of properly authenticated |
10 | vouchers. |
