CONGRATULATING AND RECOGNIZING VICKI VIRGILIO ON THE OCCASION OF | |
HER RETIREMENT AFTER FORTY-FIVE YEARS WORKING FOR THE BETTERMENT | |
OF MEMBERS OF LOCAL UNION 1033 | |

1 | WHEREAS, As a young girl, Vicki Virgilio would follow her dad, Joe Virgilio, to |
2 | various Local Union 1033 organizing meetings, union election campaigns, rallies, and |
3 | demonstrations, where she soon developed the desire to be involved and play an active role in the |
4 | struggle for worker’s rights; and |
5 | WHEREAS, In 1978, Ms. Virgilio officially joined Local Union 1033, when she became |
6 | employed with the City of Providence as a Legal Secretary in the City Solicitor’s Office; and |
7 | WHEREAS, In the late 1970s and early 1980s, Ms. Virgilio became the Union Steward |
8 | for Local 1033 and in unity with 1,000 fellow members of the Union, walked the picket lines in |
9 | several labor strikes for better working conditions and wages; and |
10 | WHEREAS, Proving her loyalty and ability, Ms. Virgilio was named Recording |
11 | Secretary for Local 1033 in 1986, as well as serving as a Trustee of the RI Public Employees’ |
12 | Health Services Fund. In 1991, she decided to leave the City Solicitor’s Office and took a new |
13 | position as Employee Benefits Coordinator in the Personnel Department for the City; and |
14 | WHEREAS, Ms. Virgilio continued as Recording Secretary for the Union until 1998, |
15 | when her father passed and she was named President of the Union. In addition, she served as a |
16 | Trustee for The RI Public Employees’ Legal Services Fund for 25 years, and also worked with |
17 | The RI Public Employees’ Training Fund from the time is was first created; and |
18 | WHEREAS, Ms. Virgilio was later appointed by then-General Secretary-Treasurer |
19 | Armand E. Sabitoni to serve on the Women’s and Minority Caucus of the Laborers’ International |

1 | Union of North America and was a Delegate to the RI Central Federated Council and The |
2 | Laborers’ District Council; and |
3 | WHEREAS, For more than 45 years, Vicki Virgilio has been fighting for employees’ job |
4 | protection, working conditions, benefits and fair wages. Her efforts and contributions helping |
5 | Rhode Island’s working families is admirable and truly commendable; now, therefore be it |
6 | RESOLVED, That this Senate of the State of Rhode Island hereby recognizes and |
7 | congratulates Vicki Virgilio on her retirement after 45 years of dedication to the members of |
8 | Local Union 1033. We moreover wish her good health and much happiness in the years to come; |
9 | and be it further |
10 | RESOLVED, That the Secretary of State be and hereby is authorized and directed to |
11 | transmit a duly certified copy of this resolution to Ms. Vicki Virgilio. |
