HONORING FORMER STATE REPRESENTATIVE EDWARD J. SMITH FOR HIS FAITHFUL AND DEDICATED SERVICE AS A MEMBER OF THE STATE OF RHODE ISLAND WATER RESOURCES BOARD

WHEREAS, Representative Edward J. Smith faithfully served on the State of Rhode Island Water Resources Board for 10 years from 1986 thru 1995; and

WHEREAS, Representative Edward J. Smith was a driving force and true believer, to this day, in the need and importance of the Big River Reservoir Project; and

WHEREAS, Ed was instrumental in the approval, financing and construction of the needed East Bay Pipeline, both at the Board meetings and in the House of Representatives; and

WHEREAS, Representative Smith, at the cost of considerable political capital, and with the cooperation of the House Leadership, was chiefly responsible for the continued existence of the Water Resources Board; and

WHEREAS, Representative Smith's dedication, humor, disposition and intellect were always an incentive to the proper resolve of involved and often confronting issues; and

WHEREAS, Representative Smith was Chairman of the Joint Legislative Committee on Environment and Energy for eight years, he successfully passed numerous pieces of legislation of particular interest to the Water Resources Board; now therefore be it

RESOLVED, That this House of Representatives of the State of Rhode Island and Providence Plantations joins the Rhode Island Water Resources Board in honoring former Representative Edward J. Smith for his superb record of service to the Water Resources Board, the Rhode Island House of Representatives and the Citizens of Rhode Island; and be it further

RESOLVED, That the Secretary of State be and he hereby is authorized and directed to transmit a duly certified copy of this resolution to former Representative Edward J. Smith.
