Dear Lieutenant Governor Fogarty:

As required by the Public Corporation Debt Management Act, R.I. Gen. Laws Section 36-18-1 et seq., I am enclosing a letter requesting the approval of the General Assembly for the Rhode Island Economic Development Corporation to borrow up to $67 million for new capital projects. These amounts would be lent to the Rhode Island Airport Corporation and repayment thereof would be the sole responsibility of the Airport Corporation.

To assist the General Assembly in its review of the proposal, I am also enclosing Exhibits A and B, which would provide estimates as to the sources and uses of funds to carry out the projects to be financed from the borrowing. Of course, if one project runs under the estimate, the excess may be applied to other projects.
