The Senate meets pursuant to adjournment and is called to order by His Honor, the Lieutenant Governor, Charles J. Fogarty, at 4:00 o'clock P.M.

The roll is called and a quorum is declared present with 48 Senators present and 2 Senators absent as follows:

Upon suggestion of Senators Montalbano, Algiere, McBurney and Alves, and by unanimous consent, His Honor, the Lieutenant Governor, welcomes to the Chamber the Honorable Edward Morrone, former State Senator from Westerly.

Upon suggestion of Senators Paiva Weed, Cicilline, Caprio, Sheehan and Senate Majority Leader Irons, and by unanimous consent, His Honor, the Lieutenant Governor, welcomes to the Chamber Rear Admiral Barbara McGann, the Provost at the Naval War College at the Naval Station in Newport accompanied by Lieutenant Commander Sean Henseler.

Rear Admiral McGann, a native of Newport, was appointed the Provost of the Naval War College. The Rear Admiral has 30 years of Naval service, most recently serving a four year tour as Commander, Navy Recruiting Command. She is a 1983 graduate of the College of Naval Command. She is a former Naval Surface Warfare Officer and holds a Master of Science from Salve Regina and a Master of Arts in Foreign Affairs from George Washington University. With the Rear Admiral is Lieutenant Commander Sean Henseler who is stationed at the War College. Lieutenant Commander Sean Henseler is also the son of Representative Sue Henseler, the House Majority Whip, who is also joining us today.

The Sheriff escorts Rear Admiral McGann to the rostrum for brief remarks.

Upon suggestion of Senate Majority Leader Irons, and by unanimous consent, His Honor, the Lieutenant Governor, welcomes to the Chamber Monique N. Edmonds of Providence, a former Senate Aide, who is celebrating the very special occasion of her 21st birthday. The entire Senate joins in wishing her all the best.
