Mr. Speaker:

I hereby move to amend (99-S 705) (Substitute "A") entitled "AN ACT RELATING TO HEALTH AND SAFETY BABIES' CHANGING TABLES" as follows:

By deleting all of the language following the enactment clause and inserting in place thereof the following:

"SECTION 1. Chapter 23-27.3 of the General Laws entitled "State Building Code" is hereby amended by adding thereto the following section:

23-27.3-701. BABIES CHANGING TABLES. - (a) All new construction of public state and municipal buildings commenced after December 31, 1999, and all renovations, and replacements of a value in excess of fifty percent (60%) of existing public state and municipal buildings commenced after December 31, 1999, shall provide for baby changing tables in both ladies' and mens' rooms.

(b) A municipality may apply to the local building official for a waiver of this provision in the case of unreasonable hardship.

(c) The building codes standard committee shall adopt a promulgate all rules and regulations required to carry out the purpose of this section.

SECTION 2. This act shall take effect upon passage."
