As the 1999 General Assembly session comes to a close, my sister Lisa, my brother Paul and I wanted to take the opportunity to thank formally the members of the House for their support following the sudden passing in March of our mother and your colleague, Representative Rose Larisa.
Although a member of this body for a short time, Rose cherished the relationship she formed with so many of you. Rose truly loved her role as an elected representative of the people of Rhode Island and had the greatest respect for the House as an institution.
The participation of the House as Rose's wake and funeral and the tremendous show of support and compassion by House members was very much appreciated during this difficult time.

Mr. Speaker:
I hereby move to amend (99-S 509 as amended) entitled "AN ACT RELATING TO LICENSING OF HEALTH CARE FACILITIES" as follows:
(1) On page 1, lineS, by deleting the year "2001" and inserting in place thereof the year "2004".
(2) On page 1, line 17, by inserting after the word "agency" the following language:
"and (d) on July 1, 1999, the statewide occupancy rate of licensed nursing facility beds exceeds ninety-two percent (92%) for the preceding calendar year, as determined by the department of human services, residential care/assisted living facility licensed pursuant to chapter 23-17.4 that proposes to seek nursing facility licensure by conversion of residential care/assisted living facility rooms within its physical plant; provided, however, that (1) the number of nursing facility beds to be so licensed does not exceed the lesser of twenty (20) beds or ten percent (10%) of the licensed bed capacity of the residential care/ assisted living facility; (2) the capital expenditures associated with the implementation of the nursing facility does not exceed five hundred thousand dollars ($500,000); (3) that such nursing facility shall be limited in taking residents to those persons who are transferring from residency at the residential care/assistaed living facility; (4) the residential care/assistaed living facility must participate in the Medicaid program; (5) the application must be submitted to the health services council on or before October 1, 1999; (6) the facility must comply with all requirements of the Health Care Certificate of Need Act, Chapter 15 of Title 23".
