MEDIA ADVISORY: Senate Finance hears bridge toll bills, budget articles for governor’s FY2014 proposal
STATE HOUSE – The Senate Committee on Finance will meet on Tuesday and Wednesday of this week to discuss legislation related to the Sakonnet River Bridge tolls and budget articles from Gov. Lincoln D. Chafee’s Fiscal Year 2014 budget proposal.
Tuesday, Feb. 12, at 3 p.m. in Room 211 of the State House (hearings only):
• Article 14 – This article would reduce the job development assessment from 0.3 percent to 0.25 percent effective for tax year 2014 and beyond. It would also implement a transfer of funds from the Interest Assessment restricted receipt account within the Job Development Fund to the Information Technology Fund subaccount for the purpose of financing the a new computer processing system for the unemployment insurance tax and benefit program. • Article 18 – This article would end the existence of the Rhode Island Public Telecommunications Authority effective July 1, 2013. The article also provides for the transfer of public education and government access television program from the Authority to the Public Utilities Commission under the Division of Public Utilities.

• (2013-S 0186) – Sponsored by Sen. Elizabeth A. Crowley (D – Dist. 16, Central Falls, Pawtucket), this bill would authorize the Central Falls City Council to increase the amount of time for tax exemptions for certain improvements to qualifying real and personal property from five years to 10 years.
Wednesday, Feb. 13, at the Rise of the Senate (approximately 4:45 p.m.) in Room 313:
• (2013-S 0020) – Sponsored by Sen. Walter S. Felag Jr. (D – Dist. 10, Warren, Bristol, Tiverton), this bill would repeal the transfer of authority for the Sakonnet River and Jamestown Verrazzano bridges from the Rhode Island Department of Transportation (RIDOT) to the Rhode Island Turnpike and Bridge Authority (RITBA). • (2013-S 0242) – Sponsored by Sen. Louis P. DiPalma (D – Dist. 12, Middletown, Little Compton, Newport, Tiverton), this legislation would restrict tolls on bridges and establish a bridge maintenance fund to provide for those bridges.
