It is enacted by the General Assembly as follows:

SECTION 1. Section 29-8-4 of the General Laws in Chapter 29-8 entitled "The Rhode Island Information Resources Management Board" is hereby amended to read as follows:

29-8-4. Appointment of members of the board -- The board shall consist of:

(a) Three (3) department directors from the executive branch appointed by the governor;

(b) The state budget director or his/her designee;

(c) The secretary of state or his/her designee;

(d) The chief information officer or his/her designee;

(e) One representative from the public universities to be appointed by the governor from a list of three (3) persons submitted by the commissioner of higher education;

(f) Two (2) citizen members from the private sector with information resources management knowledge and experience to be appointed by the governor;

(g) One citizen who is a consumer of government information to be appointed by the governor;

(h) One representative of local government appointed by the governor;

(i) The president of the Rhode Island league of cities and towns or his/her designee;

(j) The chair of the library board of Rhode Island or his/her designee;

(k) The commissioner of higher education or his/her designee;

(l) The commissioner for elementary and secondary education or his/her designee;

(m) One (1) member of the press to be appointed by the governor from a list of three (3) persons submitted by the president of the Rhode Island press association;

(n) The executive director of the Rhode Island public telecommunications authority or his/her designee; and

(o) The chair or the senate finance committee or his/her designee and the chair of the house finance committee or his/her designee shall also serve on the board.

SECTION 2. This act shall take effect upon passage.
