H  O  U  S  E       R  E  S  O  L  U  T  I  O  N

CREATING A SPECIAL HOUSE COMMISSION TO STUDY TEMPORARY EMPLOYMENT PRACTICES AND PROCEDURES

RESOLVED, That a special house commission be and the same is hereby created consisting of thirteen (13) members all of whom shall be citizens and residents of the state: three (3) of whom shall be from the House of Representatives, not more than two (2) from the same political party, to be appointed by the Speaker of the House; two (2) of whom shall be individuals employed as temporary employees, to be appointed by the Speaker of the House; one (1) of whom shall be the Director of the Department of Labor and Training, or designee; one (1) of whom shall be the Director of the Department of Administration, or designee; one (1) of whom shall be the President of the Rhode Island AFL-CIO, or designee; one (1) of whom shall be the President of Progresso Latino, or designee; one (1) of whom shall be the President of the Greater Providence Chamber of Commerce, or designee; one (1) of whom shall be the President of the Northern Rhode Island Chamber of Commerce, or designee; one (1) of whom shall be the Director of the National Federation of Independent Business, or designee; and one (1) of whom shall be the Executive Director of the Rhode Island Staffing Service Association, or designee.

The purpose of said commission shall be to examine procedures and best practice to foster the employment of all individuals in the state including temporary employees working for any employment agency, placement service, training school or center, labor organization, or any other employee referring source and to safeguard their right to obtain and hold employment without discrimination.

Forthwith upon passage of this resolution, the members of the commission shall meet at the call of the Speaker of the House and organize and shall select from among the legislators a chairperson. Vacancies in said commission shall be filled in like manner as the original appointment.

The membership of said commission shall receive no compensation for their services.

All departments and agencies of the state shall furnish such advice and information, documentary and otherwise, to said commission and its agents as is deemed necessary or desirable by the commission to facilitate the purposes of this resolution.

The Speaker of the House is herby authorized and directed to provide suitable quarters for said commission; and be it further

RESOLVED, That the commission shall report its findings and recommendations to the House of Representatives on or before March 12, 2003 and said commission shall expire on May 12, 2003.
