AN ACT

RELATING TO BUSINESSES AND PROFESSIONS -- ELECTRICIANS

 It is enacted by the General Assembly as follows:

 

     SECTION 1. Section 5-6-27 of the General Laws in Chapter 5-6 entitled "Electricians" is

hereby amended to read as follows:

     5-6-27. Compensation and expenses of board -- Disposition of fees -- Annual report

Disposition of fees -- Annual report. -- Each member of the board of examiners of electricians

receives compensation in the amount of twenty-five dollars ($25.00) for each day of actual

service in attending meetings of the board at which business is transacted; provided, that the

maximum compensation for any one year does not exceed twelve hundred dollars ($1200) and all

expenses incurred. The division shall report annually to the general assembly in the month of

January, a detailed statement of its receipts and disbursements during the year with a statement of

its acts and proceedings and any recommendations that the division deems proper. All proceeds

of any fees collected pursuant to the provisions of this chapter are deposited as general revenues.

     SECTION 2. Section 5-20-7 of the General Laws in Chapter 5-20 entitled "Plumbers and

Irrigators" is hereby repealed.

     5-20-7. Compensation and expenses of board. -- Each master plumber and

journeyperson plumber member of the state board of plumbing examiners receives compensation

in the amount of twenty-five dollars ($25.00) for each day of actual service in attending meetings

of the board at which business is transacted; provided, that the compensation in one year does not

exceed the sum of twelve hundred dollars ($1,200) per member. Those members are allowed their

actual expenses within the amount appropriated for expenses, in discharging the duties imposed

by this chapter.

     SECTION 3. Section 28-27-3 of the General Laws in Chapter 28-27 entitled "Mechanical

Trades" is hereby amended to read as follows:

     28-27-3. Compensation and expenses of board members -- Restricted receipts

Disposition of fees -- Annual report. -- Each member of the board, except state employees,

shall receive compensation in the amount of twenty-five dollars ($25.00) for each day of actual

service in attending meetings of the board where business is transacted, or the member is assigned

as a proctor/trade license advisor/board member representative wherever/whenever tests are

given, or the member is assigned other specific compensable duties by the division, provided, that

the maximum compensation for any one year does not exceed twelve hundred dollars ($1,200).

All board members will be reimbursed for division-approved out-of-pocket expenses that were

used to conduct state business. Annually, after June 30th of each year, the division's state licensed

chief administrator will compile a detailed statement of all income and expenses of the division.

Any proceeds from the licensing fees and any other income guaranteed pursuant to this section

shall be deposited as general revenues.

     SECTION 4. Section 28-45-2 of the General Laws in Chapter 28-45 entitled

"Apprenticeship Programs in Trade and Industry" is hereby amended to read as follows:

     28-45-2. Apprenticeship council. -- (a) The director of labor and training, with the

advice and consent of the governor, shall appoint a state apprenticeship council composed of four

(4) representatives each from employer and employee organizations respectively. The council

shall, by majority vote, elect from its membership a chairperson, a vice-chairperson, and a

secretary. The vice-chairperson acts in the absence or inability of the chairperson. Upon the

expiration of the terms of the council's present membership, the director of labor and training,

with the advice and consent of the governor, shall appoint members to the apprenticeship council

for initial terms, and those members shall hold office until their successors are appointed and

have qualified, as follows:

      (1) One representative each from employer and employee organizations respectively, for

an initial term of one year;

      (2) One representative each from employer and employee organizations respectively, for

an initial term of two (2) years;

      (3) One representative each from employer and employee organizations respectively, for

an initial term of three (3) years; and

      (4) One representative each from employer and employee organizations respectively, for

an initial term of four (4) years.

      (b) Upon the expiration of those initial terms, members are appointed for terms of four

(4) years, and hold office until their successors are appointed and have qualified. Any vacancy

shall be filled by appointments by the director of labor and training, with the advice and consent

of the governor, for the unexpired portion of the term. The commissioner of elementary and

secondary education, the director of labor and training, and the director of the state department of

labor and training shall be members of the council, ex-officio, without vote. The council may, by

majority vote, designate those consultants that it may deem necessary and desirable to assist it in

the performance of its duties. The members of the council receive compensation of forty-five

dollars ($45.00) for each meeting attended; provided, that no member may receive more than one

thousand dollars ($1,000) annually. These members shall also be reimbursed for transportation

and actual expenses necessarily incurred in the performance of their duties under this chapter,

with these expenses being approved on voucher by the director of labor and training.

     SECTION 5. This act shall take effect upon passage.
