H O U S E   R E S O L U T I O N

CREATING A SPECIAL HOUSE COMMISSION TO DEVELOP A RECOMMENDED PLAN FOR THE COLLECTION AND RECYCLING OF ELECTRONIC WASTE

     

     Introduced By: Representatives Naughton, Giannini, Ginaitt, Kennedy, and Lewiss

     Date Introduced: February 11, 2003

 

     RESOLVED, That a special house commission be and the same is hereby created

consisting of thirteen (13) members: three (3) of whom shall be members of the House of

Representatives, not more than two (2) from the same political party, to be appointed by the

Speaker of the House; one (1) of whom shall be the Executive Director of the Rhode Island

Resource Recovery Corporation, or designee; one (1) of whom shall be the Director of the Rhode

Island Department of Environmental Management, or designee; one (1) of whom shall be the

Director of the Rhode Island Economic Development Corporation, or designee; one (1) of whom

shall be the Executive Director of the Rhode Island League of Cities and Towns, or designee; one

(1) of whom shall be a representative of the American Plastic Council, to be appointed by the

Speaker of the House; two (2) of whom shall be members of the Electronic Industries Alliance, to

be appointed by the Speaker of House; one (1) of whom shall be a member of the National

Electric Manufacturers, to be appointed by the Speaker of the House; and two (2) of whom shall

be public members of environmental advocacy organizations, to be appointed by the Speaker of

the House.

     In lieu of any appointment of a member of the legislature to a permanent advisory

commission, a legislative study commission, or any commission created by a general assembly

resolution, the appointing authority may appoint a member of the general public to serve in lieu

of a legislator, provided that the Majority Leader or the Minority Leader of the political party

which is entitled to the appointment consent to the appointment of the member of the general

public.

     The purpose of said commission shall be to perform a comprehensive analysis of

products that contain cathode ray tubes (CRT) including:

     The distribution of these products among consumer groups, households, small

business and industry;

     The number of CRTs currently in existence and the number available for

collection and/or recycling;

     Recommend for incentives to expand in-state resources for collection and

recycling;

     Analyze the exposure and risk to health and the environment of various types and

sizes of CRTs in order to evaluate which CRTs should be included in the

collection and recycling program.

     Analyze the exposure and risk to health and the environment of the alternative

management practices for handling CRTs, including the current practice of

disposal in a solid waste landfill and/or incineration and the practice of

collection, recycling and final disposal;

     Identify other New England states that have passed laws to evaluate state needs

with regard to the issues of electronic recycling and work in collaboration with

them; and

     Conduct an economic study of the cost of collection and recycling cathode ray

tubes and recommend a plan for how these costs will be paid, including the

collection of orphan and historic waste.

     Forthwith upon passage of this resolution, the members of the commission shall meet at

the call of the Speaker of the House and organize and shall select, from among the legislators, a

chairperson. Vacancies in said commission shall be filled in like manner as the original

appointment.

     The membership of said commission shall receive no compensation for their services.

     All departments and agencies of the state shall furnish such advice and information,

documentary and otherwise, to said commission and its agents as is deemed necessary or

desirable by the commission to facilitate the purposes of this resolution.

     The Speaker of the House is hereby authorized and directed to provide suitable quarters

for said commission; and be it further

     RESOLVED, That the commission shall report its findings and recommendations to the

House of Representatives no later than September 15, 2004 and said commission shall expire on

April 15, 2005.
