S E N A T E  R E S O L U T I O N

AMENDING THE RULES OF THE SENATE FOR THE YEARS 2003-2004

     RESOLVED, That rules 9.4-1 and 9.4-2 of the senate which were adopted by the senate

at its January session, A.D. 2003, entitled “SENATE RESOLUTION ADOPTING THE RULES

OF THE SENATE,” be and are hereby amended to read as follows:

     9.4-1. Lobbying.

     Lobbying on the floor of the senate while the senate is in session is prohibited.; and

notwithstanding the provisions of rule 9.4-1, no lobbyist shall be admitted to the floor of the

senate while the senate is in session; provided, however, that the president may make special

admission to the floor for persons who, by reason of disability, are unable to gain access to the

senate gallery.

     9.4-2. Credentials required.

     No person without proper credentials shall be admitted to the floor of the senate while in

session, except as follows: Except as provided in rule 9.4-1, current Current and former general

officers of the state; judges of the supreme, superior, family, district, workers’ compensation and

administrative adjudication courts; current and former senators, current and former members of

the house of representatives, employees of the senate, the house of representatives and agencies

of the general assembly; the executive counsel and the chief administrative assistant to the

governor or their designees; the librarian of the state library; representatives of the news media;

and other persons as may be permitted by the president of the senate and subject to such

limitations and regulations as the president of the senate may from time to time prescribe. In no

event shall any person be permitted to be seated on the floor without permission of the president

of the senate, the majority leader and/or the minority leader.
