J O I N T  R E S O L U T I O N

STRONGLY URGING THE BOARD OF GOVERNORS FOR HIGHER EDUCATION TO

REVIEW ITS ADMISSION AND RESIDENCY POLICIES WITH REGARD TO

INTERNATIONAL STUDENTS

     WHEREAS, The General Assembly believes that access to quality public education is

critical to the ability of any individual to achieve his or her full human, educational and economic

potential; and

     WHEREAS, The General Assembly is proud of the rich tapestry of diverse cultures

which make up our wonderful state; and

     WHEREAS, The General Assembly supports, as a policy, the creation of a clear pathway

for success from Rhode Island secondary schools to public institutions of higher education; and

     WHEREAS, The General Assembly recognizes that accommodating the educational

aspirations of international students, both documented and undocumented is both a laudable and

complex process; now, therefore be it

     RESOLVED, That this General Assembly of the State of Rhode Island and Providence

Plantations hereby strongly urges the Board of Governors for Higher Education to review its

admission and residency policies with regard to international students with the specific goal of

reconciling their legitimate educational goals with federal and state law; and be it further

     RESOLVED, That this General Assembly requests that the Board of Governors for

Higher Education report its findings to the President of the Senate and the Speaker of the House

of Representatives no later than February 1, 2005; and be it further

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

transmit duly certified copies of this resolution to the Board of Governors for Higher Education

and the Honorable Donald Carcieri, Governor of the State of Rhode Island.
