J O I N T  R E S O L U T I O N

REQUESTING A COMPREHENSIVE ASSESSMENT OF LONG-TERM CARE SERVICE NEEDS AND FINANCING OPTIONS IN RHODE ISLAND PURSUANT TO AN ACT RELATING TO HEALTH AND SAFETY -- LONG-TERM CARE REFORM ACT OF 2005

     RESOLVED, That a financially sound continuum of long-term care services is necessary

to address the health care needs of the aging population; and be it further

     RESOLVED, That in Fiscal Year 2002, the General Assembly produced a plan in the

form of Senate Resolution 339 and House Resolution 333 to accomplish long-term care system

reform through a multi-year approach to regulatory and financial restructuring; and be it further

     RESOLVED, That a study of methodology to more effectively provide public

reimbursement and to improve the quality of care in nursing facilities was conducted, and that,

beginning in Fiscal Year 2003, the General Assembly began the process of reform by designing

and implementing a multi-year, phased-in approach to enhance nursing facility care and

reimbursement; and be it further

     RESOLVED, That in Fiscal Year 2006, the final year of the nursing facility

reimbursement reforms will be enacted, and the focus on long-term care services system

restructuring will begin; and be it further

     RESOLVED, That a study shall be undertaken to determine the full scope of need for

long-term care services to include, but not be limited to, home care, adult day centers, accessory

family dwelling units, respite services, assisted living residences and nursing facilities; and be it

further

     RESOLVED, That said study shall also include a review and recommendations of

appropriate financing structures that will ensure access to services for those in need of

community-based long-term care; and be it further

     RESOLVED, That the General Assembly requests the Department of Human Services to

engage appropriate consultant services to provide the analysis required in this resolution; and be it

further

     RESOLVED, That said study shall commence on or before September 1, 2005 and a

report of its findings and recommendations shall be submitted to the Joint Legislative Committee

on Health Care Oversight before January 1, 2006

     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to

transmit a duly certified copy of this resolution to the Director of the Department of Human

Services.
